Description of Position: Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Position involves 51% or more of time in direct support of acquisition positions.
Position Duties/Responsibilities:
- Responsible for applying space experience to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Programs relate to one or more of the following tactical or strategic areas: Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2) and Combined Joint All Domain Command and Control (CJADC2). As the command project officer, analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity to include program analysis of budget and cost parameters in order to best align funds in support of the Command's war fighting mission.
- Maintains documentation on planning and programming decisions/recommendations in appropriate formats to meet USSPACECOM requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations.
- Coordinates with appropriate staff offices to ensure that all major areas of concern are covered by planning and programming documents.
- Leads strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. Maintains a continuous liaison with Joint Staff, OSD, Services, Agencies, other service headquarters counterparts, and other DOD offices to integrate USSPACECOM support actions and missions.
- Responsible for preparing and delivering oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, bullet background papers, etc. to present to senior leadership as well for senior leadership signatures, events and presentations.
Key Skills & Abilities:
- Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition, special operations, or similar operations.
- Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
- In depth knowledge of the application of military space operations as applicable to COCOM objectives, operational outcomes, plans and programs as applicable.
- Skill in designing, conducting or managing comprehensive studies and evaluating solutions to especially broad, important, and severe military operational and contingency areas.
- Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
Qualification Requirements:
Experience at the next lower broadband/grade level (or equivalent) in performing duties related to one or more of the following tactical or strategic areas: Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2) and Combined Joint All Domain Command and Control (CJADC2).
Conditions of Employment:

- Must be able to obtain and maintain a Top Secret/SCI Security Clearance

- Occasional travel away from the regular duty location may be required.
