We work with partners to improve the capacity, outcomes and impacts of community development and housing programs and organizations nationwide so that all people have a place to live, grow and thrive. We seek to advance racial equity and dismantle the enduring legacy of systemic racism in housing both through and within the work we do.We are seeking a dynamic Program Director to join our Equitable Resilience & Revitalization (ERR) team of Enterprise Advisors. For a variety of reasons-from racist policies like redlining to macroeconomic shifts leading to the loss of major industries and employers-there are cities and neighborhoods across the country that have suffered from disinvestment, fiscal distress, population and job loss, vacant and deteriorated residential and commercial properties, high poverty and unemployment rates, and increased risk and vulnerability to climate hazards and environmental stressors. At the same time, the local governments and cross-sector and community partners in these cities and neighborhoods have strengths to tap and potential to unlock-and they have been underestimated. The ERR team helps local governments and their partners tap their strengths and unlock their potential to design, fund, and implement strategies to advance equitable resilience, revitalization and inclusive prosperity.Good fiscal health, strong financial performance, and effective financial management practices are foundational components for local governments and nonprofits to successfully obtain funding, implement strategies, and accomplish goals to advance equitable resilience, revitalization and inclusive prosperity. At the same time, communities experiencing economic distress typically lack adequate financial resources, with local governments and nonprofits in these communities facing particularly steep challenges to building a strong fiscal foundation.The Program Director will be an integral member of the ERR team, involved in all aspects of the work, and will also serve as the team's expert on local governments and nonprofits fiscal health and financial management. They will also have the opportunity to work on projects led by other Enterprise Advisors teams and other parts of Enterprise where there is a need and an alignment with their interests and expertise. The Program Director will report to the Director for Equitable Resilience and Revitalization.This position may be based in any of the following locations: Washington, DC; Boston, MA; Atlanta, GA; Cleveland, OH; New Orleans, LA; Chicago, IL; Detroit, MI. Candidates based in Washington, DC are preferred.Job DescriptionJob Responsibilities:* Provide subject matter expertise in public sector fiscal health, financial management and performance.* Contribute to the ERR team's pipeline of work (e.g., identifying impactful models and partnerships to explore, drafting compelling proposals and building buy-in around those opportunities)* Lead and manage technical assistance projects (e.g., scoping, defining the approach and team, budgeting, managing the project team, reviewing products and ensuring the project aligns with Enterprise's mission and our partners' needs)* Develop written and visual content, methods, and products* Build and maintain relationships with clients, subcontractors, partner organizations and other teams within Enterprise* Design and facilitate workshops, focus groups, meetings, interviews, and other engagement processes* Review products created by other staff and subcontractors to provide insight, support staff development, and ensure a high product quality* Perform other duties as assignedQualifications:* Undergraduate degree in economics, finance, business administration, public administration, public policy, social work, planning, or a related field. A graduate degree in a related field is preferred.* At least 6 years of experience in public finance, economic development, organizational development, housing and community development, or a related field.* Familiarity with federal funding sources available to state and local governments and corresponding requirements and regulations.* Experience analyzing government financial documents and data.* Experience developing and/or implementing strategies to address municipal fiscal challenges and achieve fiscal, economic, and community sustainability and equity.* Familiarity with Generally Accepted Accounting Principles (GAAP) and statements and guidance of the Government Accountability Standards Board (GASB) preferred.* Experience working with or delivering technical assistance to local governments in economically distressed and/or small (populations under 50,000) cities is preferred.* Experience in organizational development for local governments and/or nonprofit organizations is preferred.* Experience with project visioning, scoping, budgeting and management.* Strong relationship building and management skills.* Demonstrated ability to communicate effectively with clients, community stakeholders and team members, including experience aligning messaging with audience perspectives and experiences.* Experience communicating through visual/interactive media and design processes is preferred.* Demonstrated ability to analyze both quantitative and qualitative information and integrate that information effectively into products intended to achieve an outcome such as informing a decision-making process or advocating for a policy* Experience designing and facilitating group discussions, workshops, meetings, focus groups or other forms of group dialogue, engagement, and learning is preferred.* Ability to travel to out-of-town work sites as requiredTotal Rewards at Enterprise:You will be working with a group of talented professionals who are motivated by serving the community and addressing the need for affordable housing.Enterprise offers a comprehensive total rewards package for you and your family.The base salary for this role is $90,000 to $100,000, depending on level of skills and experience.The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.
