Some evenings/weekends may be needed. Job Summary: In the context of child-centered, family-focused practice to promote Permanency, Safety and Well-being and to reduce length of stay in Foster Care, the Program Director administers and supervises a 10 bed female adolescent Diagnostic Center, maintaining effective delivery of services consistent with agency philosophy and policy, COA, as well as with city and state mandates. Major Duties: Ensure that the residence reflects Good Shepherd philosophy is in compliance with governmental and professional standards, provides the optimal care to the participants and their families with sensitivity to cultural and ethnic diversity using strength-based, youth development and trauma sensitive concepts. Coordinate and lead all relevant meetings. Facilitate rich and robust program team, treatment team meetings and other relevant meetings to assure integration of treatment and support services within the overall therapeutic milieu. Promote permanent connections, including reunification, foster boarding home placement, adoption and alternative permanent living arrangements. Assist with stabilization, respite and crisis management and provide on-call services throughout the evenings and weekends, when necessary. Oversee that mandated paperwork and recordkeeping remains in compliance with ACS, OCFS and GSS Program Evaluation and Planning Dept and Medicaid Managed Care. Integrate high-quality social service practice, utilizing trauma-informed evidence-based and evidence-informed models and ensure on-going development, fidelity and adherence to these best practices within the social service department throughout the Diagnostic Center. Lead an inter-disciplinary team to formulate case conceptualization, planning and recommendations and assure clinical, case practice, educational and mentoring needs of the residents are being met as part of the therapeutic milieu. Serve as a leader in program development and implementation of Youth and Family Development, Preparing Youth for Adulthood, Sanctuary and other models that focus on quality services for youth and families. Responsible for effective daily communication and collaboration with ACS/OCFS and other departments to ensure consistent and effective referrals as well as ongoing program support. Respond to significant incidents and collaborate with the ACS Office of Shared Response on necessary measures to assure adequate response and oversight. Communicates and collaborates effectively with GSS peer programs and support departments (i.e. Development, Finance, Government Contracts, Human Resources, IT, Program Evaluation and Planning and Training). Hire, train and supervise Social Service Coordinator, Case Planner, Assistant Director, Administrative Assistant and indirect reports along with other leadership staff and participates in the development and retention of program staff. Responsible for effective and efficient use of resources, including regular monitoring of the budget in collaboration with the Vice President. Liaise with Psychiatrist and Psychologist and other specialists. Participate with Program Evaluation and Planning Department in fulfillment of the program evaluation processes, including documentation and monitoring of incident reports, outcomes and relevant program data. Collaborate closely with the Vice President to ensure effective intake process and maintenance of census and strategize around intake issues and decisions. Assess and identify in-service training needs of staff and serve as a resource person in providing training. Participate in relevant internal work groups, trainings, and committees. Serve as liaison to OCFS, ACS and other appropriate community agencies. Perform other duties as assigned. Qualifications: Master's in Social Work Required New York State LMSW Required (Other relevant Licensure may be considered) NYS LCSW Preferred Must have substantial experience working with adolescents and families in a residential setting. Minimum 5 years supervisory/management experience. Knowledge of New York State Department of Social Services and New York City Administration for Children's Services rules and regulations helpful. Computer Literacy required, with knowledge of Microsoft Suite. Must have excellent written and verbal communication skills. Ability to complete mandated Therapeutic Crisis Intervention Certification - primary de-escalation and restraint technique training. Must have a strong working knowledge of standards of practice within ACS and OCFS child welfare system and Medicaid Managed Care. Must have strong expertise in CNNX (Connections) and other industry supported tracking systems. Must have ability to work a flexible schedule when needed including some evenings, weekends and holidays. On-call availability required. Some evenings may be required until 8pm. Ability to be flexible to meeting the changing needs of the program and the participants it serves. Must have a commitment to work from a strength-based, youth and family development, and trauma-informed perspective.
