Role Overview:
This position is essential to providing opportunities for the Division of Youth Services (DYS) staff to increase their job knowledge and skills by utilizing outside resources and connections with other juvenile justice resources. This position also helps to increase DYS involvement with other juvenile justice agencies by participating with internal and external stakeholders, including the Statewide Expansion of Indiana Juvenile Detention Alternatives Initiative and Juvenile Community Corrections agencies. The position will provide oversight to the staff person who is responsible for the grant application for JDAI and JCC. The position also provides oversight of the secure juvenile detention centers by conducting annual inspections of the county and privately operated detention centers and by facilitating conditions of confinement self-assessments and promoting the federal Prison Rape Elimination Act (PREA) standards. This position will assist in increasing and strengthening DYS reentry services by increasing internal protocols and external resources. There will also be the responsibility of reviewing and updating DYS-related policies and procedures when necessary.
What We're Looking For:
* Bachelor's degree in Criminal Justice or related field
* Two years' experience in appropriate field(s) (e.g. juvenile justice, child welfare, community correction, social work, youth serving, and/or conducting research)
* Knowledge and skill to develop program goals and objectives
* Knowledge and skill to develop policy and procedure
* Knowledge of the Annie E. Casey Foundation, Juvenile Detention Alternatives Initiative
* Knowledge of juvenile justice system research, evidence-based practices, and related community services
* Ability to think critically, analytically, and independently, as well as communicate effectively and make persuasive arguments, in order to contribute to and lead discussions
* Detailed knowledge of Indiana Standards for Juvenile Detention and the American Correctional Standards for juvenile correction and detention facilities
* Extensive knowledge of the juvenile detention centers in the State and juvenile correctional facilities for the Indiana Department of Correction
* Must be able to legally operate a motor vehicle within the State of Indiana
* Excellent verbal and written communication skills
* Extensive knowledge of environmental and public health statutes
* Working knowledge of worker's compensation
* Extensive knowledge of OSHA requirements
* Working knowledge of the Americans with Disabilities Act
* Detailed knowledge of all Department of Correction policies and procedures
* The ability to interpret court decisions
A Day In The Life:
The essential functions of this roles are as follows:
* Expertise in using juvenile justice research results in policy development and strategic planning
* Responsible for oversight of the grant applications and grant agreements for Juvenile Community Corrections programs and Juvenile Detention Alternatives Initiative programs
* Provides guidance and supervision to the positions of Director of Juvenile Community-Based Alternative Programs and Director of Juvenile Detention Inspections
* Assists in the development, implementation, and monitoring of IDOC policies and procedures related to juvenile community-based grant programs
* Assists in the development, implementation, and monitoring of performance-based measures for grant funds distributed to county agencies to support JCC and JDAI
* Monitors and evaluates grant-funded programs to ensure compliance with contractual requirements, statutory requirements, evidence-based practices, state-established guidelines, and policy/procedure
* Collaborates and communicates effectively with internal and external stakeholders, including the courts, county juvenile justice agencies, and JDAI staff and team members
* Remains current on legislation and national trends and research in juvenile justice practices, as well as evidence-based practices to ensure State policies and practices are being implemented in conjunction with national industry standards
* Communicates via one-on-one discussions, group presentations, and participates in conferences
* Oversees the inspections of juvenile detention centers for compliance with the Indiana Standards for Juvenile Detention
* Completes performance appraisals, approves leave requests, administers discipline, and participates in the hiring process for subordinate staff
* Assists detention personnel as requested regarding State inspections and ACA audits
* Assists with training on the Indiana Standards for Juvenile Detention
* Responsible for completion of the overall inspection instrument and for the maintenance of the underlying documentation
* Represents the department at conferences as requested
* Responsible for the timely responses to inquiries from the public regarding juvenile detention centers
* Makes recommendations for improvements as appropriate following audits and inspections
* Identifies best practices as the result of audits and inspections
* Makes recommendations to update detention standards when necessary

Salary Statement:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
