SERV, a well-established leader in behavioral healthcare in New Jersey, supports people with mental illness and/or intellectual/developmental disabilities as they achieve greater independence and life satisfaction through a wide range of services.JOB SUMMARY:CCBHC (Certified Community Behavioral Health Clinic) is a SAMHSA grant-funded program aimed at transforming community behavioral health systems and providing comprehensive, coordinated behavioral health care. Its objective is to increase access to high quality community mental health and substance use disorder (SUD) treatment for individuals with serious mental illness (SMI) or SUD, including opioid use disorders (OUD); children and adolescents with serious emotional disturbance (SED); and individuals with co-occurring mental and substance disorders (COD).The CCBHC Program Evaluator is responsible for overseeing data analysis, monitoring, and compliance with CCBHC and related grant awards. The position ensures that all grant requirements for data collection, analysis, and reporting are being followed. The Program Evaluator is responsible for monitoring, conducting routine analysis, and evaluating grant project successes and outcomes, as well as providing input for plans of correction, as necessary.ESSENTIAL DUTIES & RESPONSIBILITIES:Evaluates outcomes for the Certified Community Behavioral Health Clinic (CCBHC);Ensures data is collection is valid and reliable; ensures client and program data is completely and accurately recorded in electronic health record according to applicable requirements and timelines;Develops effective data collection, monitoring, analysis and reporting systems in compliance with CCBHC and related grant requirements;Analyzes trends and uses data to drive performance improvement efforts at both an individual and population health level;Examines clinical pathways and related clinical decision support tools to promote optimal outcomes;Conducts regular audits of the database and associated processes to identify and troubleshoot errors and obstacles;Creates workflows to utilize and integrate data from external provider databases such as Health Information Exchange;Collaborates with Finance and program leadership to ensure grant reporting, deliverables and deadlines are met;Generates reports as requested including Key Performance Indicators, project reports and productivity reports; prepares annual SAMHSA report;Ensures compliance with all applicable standards, quality requirements and regulations including Mental Health, Substance Use Disorder and CARF;Provides support in preparing for and facilitating licensing and certification inspections;Conducts chart audits;Assists in developing policies and procedures; provides training as needed;Responds to document subpoenas and requests for records pertaining to individuals served; ensures disclosures are HIPAA compliant;Maintains subject matter expertise in CCBHC requirements; attends meetings, webinars and conference calls hosted by agencies including DMHAS and SAMHSA.EDUCATION, REQUIREMENTS AND LICENSUREMaster's degree in social work, public administration, or other related field;Three years' experience in a healthcare or behavioral health environment involving outcome measurement and using data to drive performance improvement;Experience with quality and compliance, program evaluation design, and MH/SUD licensing;Experience leading community based program evaluation and research projects;Experience working with individuals with serious mental illness and/or substance use disorders.Knowledge of behavioral health and the social services system;Knowledge of methodology for data collection, data analysis and performance improvement;Knowledge of behavioral health organization research and implementation of evidence-based approaches;Knowledge of behavioral health regulations (mental health, substance use disorder) and data privacy laws including HIPAA.Proficiency in technology applications including Microsoft Office (Advanced Microsoft Excel), Electronic Health Record, KPI, and other database/data analysis systems;Excellent written and verbal communication skills;Strong interpersonal skills and collaboration skills, and the ability to work effectively both independently and as part of a team;Project management skills including the ability to lead project teams and develop evaluation plans;Ability to work effectively in a fast-paced environment with frequently changing priorities;Ability to multitask and be proactive and flexible.#INDPR1EEO STATEMENTWe are an Equal Opportunity Employer.
