Program/Financial Analyst Washington, DC ORBIS is seeking a Program/Financial Analyst to work on-site at the Washington Navy Yard, Washington DC in support of our RADIAC and RADCON Professional Services Contract. The Program/Financial Analyst will be assigned to the NASEA 04ND RADIAC Program Office providing program management support to the Director and RADIAC Program Staff. Must be articulate, poised and able to communicate effectively orally and in writing and present a professional appearance and demeanor at all times. Must be able to work well as part of a team and have exceptional customer service skills. Tasks include:
- Applies finance and budget-related laws, regulations, policies, precedents, principles, concepts and methodology used in the DoD Planning, Programming, Budgeting and Execution System (PPBES) in the timely execution of Research, Development, Test & Evaluation Navy (RDT&EN), Other Procurement Navy (OPN), Shipbuilding and Conversion Navy (SCN), and Operations & Maintenance Navy (O&MN) appropriations.
- Prepares execution documents in accordance with program budgets, contracting, and business and financial management program planning as the primary budget execution point of contact for the Program.
- Coordinates with the cognizant personnel at the various field activities where funding is provided to ensure funding is received and accepted in a timely manner. Works with these personnel to ensure funding is adequate while minimizing issuing funds that will expire without being obligated. Makes adjustments as necessary to ensure the programs stay within their budget controls while prioritizing requirements amongst the various accounts when budget adjustments become necessary.
- Prepares supplemental budget documentation, including midyear requests, reprogramming requests, presentation materials, white and issue papers, and spreadsheets for the management of acquisition, business and infrastructure programs and events.
- Monitors and reports financial performance analyzing obligations and expenditures in support of mandated benchmarks and recommends ways to improve overall obligation rates. Tracks execution in all appropriations and prepares impact statements, explanations and remedial plans for senior management when obligations and expenditures vary from promulgated phasing plans.
- Reviews/revises operational budgets to reflect changes in funding or program objectives. Provides financial oversight to ensure efficient use of funds. Evaluates data and recommends changes to improve effectiveness. Recoups unliquidated obligations in a timely manner after funds expiration and prior to cancellation.
Requirements:
- Minimum of 5 years experience as a financial analyst supporting a government agency, preferably with the Navy.
- Experience working within the Navy Enterprise Resource Planning (ERP) system, Program Objective Memorandums (POMs), and appropriations (Other Procurement Navy (OPN), Shipbuilding and Conversion Navy (SCN), and Operations & Maintenance Navy (O&MN) appropriations) is desired.
- BS in Business Administration or related field. Degree requirement may be waived with appropriate experience.
- US Citizen with Secret Security Clearance
