REQ: 36000033 A UNIQUE OPPROUNITY TO LAY THE GROUNDWORK FOR THE REOPENING OF ONE OF REGION TEN'S OLDEST PROGRAMS! The Blue Ridge Center is seeking to fill the role of Program Manager for their multi-faceted team treating people with a range of mental health needs (serious mental illness, co-occurring, trauma, or substance use). The Program Manager will help the director oversee and develop programming, provide clinical supervision to staff, and provide treatment and support services to program clients with a range of mental health needs (serious mental illness, co-occurring, trauma, or substance use). A master's degree and LMHP-Eligible are required; Licensed Mental Health Professional (LMHP) preferred. Salary starting at $55,419.94 (negotiable). GENERAL STATEMENT OF RESPONSIBILITIES: This is a FLSA exempt position in which the incumbent supervises the provision of programming for community mental health services at Blue Ridge Center. Under the direction of the Director for BRC, he/she is responsible for planning, staffing and coordinating services for consumers who come to the Center. The incumbent reports to the Director and will receive general supervision, referring specific situations to the supervisor when clarification or interpretation of policy is needed. In carrying out position duties, he/she performs in accordance with applicable professional ethics and established Region Ten policies. The incumbent is expected to function with initiative as well as utilize independent judgment. QUALIFICATIONS: All candidates must meet one of the following criteria: hold an LPC or LCSW license; be registered with the Department of Health Professionals and actively seeking licensure; or must register with the Department of Health Professionals within 6 months of hire, with substantial experience in the field of mental illness and co-occurring disorders. In order to ensure the safe and efficient fulfillment of any travel on behalf of the board, a valid Virginia driver's license plus an acceptable driving record as issued by the Virginia Department of Motor Vehicles are required. For use of a personal vehicle to conduct Region Ten business, a certificate of valid personal automobile insurance must be provided. In addition, the incumbent needs to possess the following knowledge, skills and abilities: Knowledge of: characteristics of severe mental illness; characteristics of intellectual disability; characteristics of dually diagnosed individuals (ID/MI/SUD); behavior management; counseling techniques; emergency treatment and procedures; psychotropic medications and side effects; program policies, procedures Department of Behavioral Health and Developmental Services (DBHDS) standards, licensure regulations; community resources; integration/normalization issues; state and agency medication/medical/emergency care, first aid, fire safety training/CPR; management techniques, recovery model/self-determination/facilitating independence. Skills in: development and implementation of support services goals and objectives for persons served; monitoring and evaluation of mental health issues and needs; addressing client behaviors; responding to emergency situations (medical/behavioral); communication techniques; active listening; application of research, literature, problem solving; communicating with multiple services providers to coordinate client treatment/care needs; documenting observation of client behaviors and outcomes of interventions; representing the agency to other care providers in the community; facilitating the client's medication management; first aid; coordinating medical care. Abilities to: carry out established policies and procedures; make sound decisions as regards to behavior management, health needs, emergencies; provide intensive skills training to adults with serious mental illness; evaluate and develop individual treatment plans; develop written individual program plans; provide counseling on daily living/emotional issues; implement behavior programs or safety plans; problem solve; crisis intervention; locate resources (financial, emotional, medical, etc.) to support people within the community; problem solve client issues; advocate for client rights; screen and orient new staff; train new staff; drive defensively.
