Program Manager - DOC BIS (Hybrid - TS/SCI required) Location: Washington, D.C. We are actively seeking a Program Manager to oversee a large project supporting the Department of Commerce (DOC) Bureau of Industry and Security (BIS) Office of Technology Evaluation (OTE) and Strategic Industries and Economic Security (SIES). Work Description: Our team supports OTE and SIES's ability to conduct technical analysis, research, data analytics, and data visualization, and provides other technical support for the BIS Export Administration (EA). The Program Manager will manage all deliverables and personnel supporting a range of activities including: Responsibilities:
  • Overall program management, including management of the team and allocation and prioritization of tasks and deliverables.
  • Guiding and planning complex projects involving advanced data analysis, open source research, survey design and implementation, and supply chain analyses.
  • Aligning requirements, capabilities, data, and resources and documenting via project plans and executing to provide deliverables on time and within budget.
  • Providing Quality Assurance on products including data visualizations and dashboards, briefing decks, written reports, surveys, and public facing documents.
  • Supporting potential work surges to support changing priorities due to new and updated initiatives that support the evolving BIS mission.
  • Meeting regularly with the Contracting Officer's Representative and Government Task Leads to provide status updates on deliverables and workstreams. Minimum Requirements:
    • A Master's degree and 10+ years of experience in client-facing delivery roles involving relevant mission areas such as national security, foreign policy, economics, or international trade.
    • Experience successfully managing large teams including subcontractors in a complex stakeholder environment.
    • Experience leading delivery of high-profile, public facing work products including analytic products and written reports from project planning and design, through development and closeout.
    • Ability to collaborate remotely and in person with team members and clients distributed across multiple program offices with evolving priorities.
    • Experience managing Federal Time and Materials contracts with multiple CLINS to provide high quality services on time and within budget, while meeting requirements established in the Performance Requirements Summary (PRS).
    • Possess and retain a Top Secret (TS) Clearance. Preferred Qualifications:
      • Experience with Department of Commerce/BIS/International Trade.
      • Ability to mentor and help develop staff at varying levels of seniority.
      • Exceptional written and verbal communication skills.
