REPORTS TO: Senior Program Manager STATUS: Exempt, salaried, full-time LOCATION: Chicago, Illinois, (currently hybrid remote/in-office schedule) SALARY RANGE: $53,730-$76,440 (commensurate with experience) ABOUT ALL CHICAGO MAKING HOMELESSNESS HISTORY (ALL Chicago MHH): All Chicago MHH's mission is to unite our community and resources to provide solutions that ensure and sustain the stability of home. All Chicago MHH prevents and ends homelessness through emergency financial assistance, community partnerships, data analytics, and training and research. Position Summary: We are looking for a Program Manager to support implementing and supporting programs that support individuals experiencing homelessness return to housing. The Program Manager supervises staff, collaborates on multiple areas, and coordinates and executes monitoring of partner agency program activities. The Program Manager establishes and builds partnerships with key stakeholders, engages stakeholders in collaborative planning, formalizes framework for carrying out the areas of work, develops marketing and educational material, identifies performance metrics to evaluate programs and oversees implementation. The Program Manager will oversee new programming focused on employment and income growth within the homeless response system. The Program Manager will support a stronger connection between Chicago's homeless response system to Chicago's workforce systems. Additionally, the Program Manager may be responsible for working on other special projects related to All Chicago's role as the Collaborative Applicant and lead on the Continuum of Care Implementation Structure.   • Facilitation: Facilitates effective meetings with partner agencies, manages conflict, and promotes joint problem solving.
  • Knowledge: Knowledge of employment and income growth, such as system wide SSI/SSDI Outreach, Access, and Recovery (SOAR), Benefit Acquisition, Individualized Placement Supports (IPS), Employment and Income navigation services, Chicago's workforce system, and programming within the Workforce Innovation and Opportunity Act (WIOA).
  • Detail orientation: Able to process and organize a lot of information, complete detailed tasks, and remain organized.
Position Responsibilities: Employment and Income Project Management
  • Cultivate and manage relationships with partner agencies through engagement and stewardship.
  • Monitor inflow of participants served and ensure partner agencies are providing services in a trauma informed care manner.
  • Develop and oversee protocols for participant identification, enrollment, and service delivery.
  • Develop processes to ensure that information is shared internally within the team so that barriers can be troubleshooted and refined over the project lifespan.
  • With support of the Senior Program Manager, develop and implement metrics of program success and performance and in collaboration with other All Chicago MHH teams.
  • Monitor data quality of partner agencies by reviewing and creating on-going reports and addressing issues in a timely manner.
  • Conduct program orientations and trainings for partner agency staff.
  • Convene and facilitate on-going partner meetings.
  • Think creatively in the development, design, and creation of new applications, ideas, relationships, systems and support.
  • Work across departments to lead the development of a strong business case, marketing materials and website for the Employment and Income programs.
  • Actively participate in new project development and initiatives across the organization, providing leadership and strategic input to ensure alignment with company goals, while adapting to changing priorities.
  • Research and implement best practices for the program.
  • Collaborate with staff at All Chicago MHH leading other components which interface with Employment and Income programs.
Administration and other Activities
  • Lead, mentor, and supervise assigned staff, interns and/or AmeriCorps VISTA members. Provide appropriate supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires, twelve-month performance evaluation for all direct reports and ensure completion of annual professional development plans, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR policies and procedures) and the related hiring and training for position.
  • Create annual professional development plans and actively work to meet identified benchmarks throughout the year.
  • Develop and manage a high performing team, ensuring succession plans are in place.
  • Work closely with Senior Program Manager to implement team's strategic plan objectives and ensure alignment with direct reports' workplan.
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written and oral communication in both groups and at public events.
  • Assist with All Chicago events and other activities as assigned.
  • Other duties as assigned.
Requirements Qualifications:
  • Bachelor's degree in social work, Psychology, Social Justice or another related field is required. An equivalent combination of education and experience will also be considered.
  • A minimum of 4 years of experience in the field(s) of workforce, economic growth, and/or homelessness service delivery is strongly preferred.
  • Demonstrated project management experience, or experience building programs.
  • Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build supports for strategies, and manage execution.
  • Excellent professional writing and verbal communication skills; experience in sales or marketing a plus
  • Experience with HUD-funded programming, Coordinated Entry and/or the Homeless Management Information System (HMIS) is preferred.
  • Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
  • Ability to prioritize, meet deadlines and manage changing priorities.
  • Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
