Job Description:

Job Type Full-time Description The Program Manager for Rehabilitation Scheduling is responsible for coordinating with Regional Rehabilitation Program Managers to ensure adequate staffing to meet patient needs across the entire rehabilitation organization. The Program Manager is responsible for managing staff schedules, addressing short-notice scheduling changes, and supervision of all per diem rehabilitation staff. The Program Manager shares responsibility with the Regional Program Managers for overall program financial outcomes. This manager should bring the CareLink organizational values of collaboration, belief and innovation to their role and provide exemplary leadership in alignment with established organizational priorities and cultural standards. Essential Functions: Staff leadership:

  • Actively assists all staff in any way possible to become more efficient, productive, and competent, thus helping to create a profitable practice that delivers high quality clinical services to patients.
  • Supervises all per diem staff providing direct patient care, guiding and enforcing adherence to all policies and procedures.
  • Collaborates with the other leadership as needed to achieve the best standard of care
  • Sets clear goals and expectations to include productivity, professional behavior, clinical care etc. and holds staff accountable
  • Commits to ongoing communication within the business unit by scheduling, gathering input to create agenda, and facilitating group staff meetings on a regular basis
  • Conducts 1:1 supervision with individual staff members on a regular basis to review individual goals, clinical experience and competencies, and stakeholder feedback
  • Oversees and matches new team members for facility/program orientation for all per diem staff new hires to ensure smooth assimilation and a clear understanding of their responsibilities within the organization
  • Anticipates and resolves customer service issues with facilities and families as needed; elevates relevant concerns to Regional Manager and/or CareLink management team as appropriate.
Financial management:
  • Provides input to establish a departmental budget in collaboration with the Director of Clinical Services, Chief Program Officer, and the Chief Operating Officer, responsible to manage staffing to support departmental budget (expense-to-revenue ratio) on daily, weekly, and monthly basis to ensure financial stability of program
  • Meets financial objectives by partnering with the Director of Clinical Service to forecast needs; schedule expenditures; analyze variances and develop associated action plans; and predict and react to trends
  • Monitors and adjusts staff schedules to manage expenses in relation to revenue
  • Creates goals supporting evidence-based care, financial and programmatic results in partnership with the Director of Clinical Services and meets with the reporting team regularly to review gaps and develops performance improvement plans as needed.
Administrative operations:
  • Coordinates day to day scheduling operations to ensure excellent clinical care and stakeholder management
  • Forecasts, coordinates, and communicates staffing needs with HR based on program needs, goals, and budget
  • Performs staff evaluations thoroughly and on time; utilize performance management tools as needed
  • Manages employee schedules, vacations, and approves timesheets and expenses; maintains knowledge of and enforces HR processes and company policies
  • Facilitates communication with team members and CL Operations regarding licensure, credentialing
  • Identifies opportunities and implements efficiencies in departmental operations
  • Produces departmental reports from software systems; uses these tools to manage team members' performance; and communicates this information to senior leadership team for stakeholder review
  • Ensures the adherence to state and federal regulations;
  • Ensures the operability of the EMR for all levels of staff and continuously looks at ways to become more efficient within the existing tools
  • Protects privacy and maintains confidentiality of sensitive employee, participant and agency information, and communicates expectations of the same to the team
Program management and development:
  • Collaborates with CareLink and customer management and leadership teams to ensure high quality, evidence-based care is provided consistently
  • In partnership with the Director of Clinical Services, creates, maintains, and communicates standard operating procedures for department; ensures staff follow these procedures and perform duties as assigned to the best standard of care
  • Is a key partner in initiating contracts; marketing the opportunity for services in the community; and referring potential leads to appropriate CL leaders to educate about our partnership
  • In partnership with the Director of Clinical Services, presents program overview to families and staff at facilities upon request
  • Regularly seeks out opportunities for professional growth and development e.g. participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations and shares that learning with direct staff and network.
  • Enhances department and organization reputation by being a curious learner that is open to and accepts ownership for accomplishing new and different requests
  • Attends and actively participates in external stakeholder committees and workgroups to improve quality and access to care both internally and across the communities we serve.
  • Raises awareness of any changes or developments (to include legislative, payer driven, evidence-based practices etc.) and communicates to impacted business areas i.e. finance, clinical management, grants/marketing, clinical teams, etc.
  • Coaches, educates, and commits to Quality Assurance, Process Improvement, and Customer Success (QAPICS) culture and engages in the process by measuring and providing data in support of this commitment
  • Has ownership and responsibility to implement, coach, and execute within their business function in alignment with the organization's strategic plan
Requirements Knowledge/Skills/Abilities:
  • Knowledge of the principles, practices, and interagency responsibilities involved in contemporary public health.
  • Knowledge of federal and state laws and regulations governing the services and work of local public health programs.
  • Knowledge of the organization and the purpose of federal and state health departments.
  • Knowledge of the principles and practices of managing clinical professionals and other managers
  • Acts as an effective partner and advocate for public and community relations practices.
  • Knowledge of public information practices and techniques; practices of health service advocacy; principles and practices of determining and serving community health needs.
  • Knowledge of fiscal management, budget administration and control, program budgeting, and principles and practices of personnel management.
  • Situation-appropriate sense of urgency, prioritization skills, follow through and sense of programmatic ownership
  • Belief in CareLink's organizational priorities and willingness to be a collaborative part of the team executing on our mission
Education/Experience:
  • Bachelor's degree or higher in the field of Physical Therapy, Occupational Therapy or Speech and Language Pathology
  • Intermediate knowledge of Microsoft Suite, including Excel
  • Minimum of 3 years of clinical experience
  • Minimum 2 year of program management experience, preferred
  • Current or willing to obtain BLS and/or CPR certification from the American Heart Association or American Red Cross.?
Certification and Licenses:
  • Licensed PT, OT, or SLP professional in Rhode Island
