Program Manager HYBRID- Opening #630 Clearance: Public Trust Required Location: Alexandria, VA/Hybrid - This position is a hybrid position and will require time on-site and flexibility to work from home. Education: Bachelor's degree required; Master's Degree Preferred Overall Assignment Description Allen Integrated Solutions is seeking a Program Manager for a hybrid contract to support the United States Patent Office to facilitate the implementation of disruptive Information Technology (IT) transformation initiatives leading to an agile infrastructure, intelligent operations, and enabling flexibilities to increase efficiencies, improve quality and customer satisfaction. The purpose of the contract is to obtain lean and effective services and solutions that bring measurable value to over 30 USPTO Products in the areas of finance, acquisition and contract management, strategic planning and analysis, workforce planning development and support, change control, and communications by meeting the stated objectives. The contract will focus on four main areas (1) IT Workforce, (2) Finance, (3) Vendor/Acquisition/Analytics Support, and (4) Agile Implementation of cross-function teams to support multiple product lines. The Program Manager will have complete oversight and administrative control over the entire contract workforce and is the senior-level liaison between the Contractor and Government, working directly with the Contracting Officer, COR, and TTMs to ensure all requirements are being met within the terms of the contract. The Program Manager shall actively participate in specified meetings, briefings, conferences, seminars, progress reviews, and other functions/events as deemed appropriate by the COR. This participation may include providing management, technical, cost or schedule information and other advice and assistance to the Contracting Officer/COR/TTM. Duties Include

Program and Task Management, Analysis, Coordination, and Reporting:
  • Ensure all approved tasks/projects are planned, coordinated and communicated with Government personnel as appropriate
  • Ensure all approved tasks/projects are delivered following the Government approved priorities, schedule, and budget
  • Provide continuous status for all approved tasks/projects, to include deviations and remediation strategies
  • Ensure all task/project information is reported and tracked and that the Government shall have complete, unfettered access to all data in the database.
  • Create and furnish all required Reports to Contract Leadership.
  • Provide an annual report highlighting the status of the overall Task Order in regard to Annual Progress, Technical, and Financial Report.
  • Provide a Management Plan which shall include a detailed description of their management structure as it pertains to this contract.
  • Provide monthly reporting of labor hour effort expended, by Contractor and Sub-Contractor employee, by site, for all tasks/projects to the requirement/sub-requirement levels; Contractor Invoicing and Payment Report
  • Provide weekly reporting of available labor category/functional capability on hand to demonstrate available staffing, deployment status, known turnover, and planned/inbound new hires; Weekly Staffing Report
  • Provide utilization reporting monthly by site location for all Contractor and Sub-Contractor employee with hours by TO and overall utilization percentage; Monthly Status Report
