The Program Manager will manage non-personal services of day-to-day operations at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) in Dahlgren, VA and Damn Neck Activity (DNA) on Navy Air Station (NAS) Oceana Dam Neck Annex in Virginia Beach, VA to include program management, administrative, and clerical support services.
**Responsibilities**
+ Manage day-to-day administrative performance of projects or a definable portion of a larger program in accordance with contract requirements. This includes reconciliation of manual and system generated reports to track funding burn rates, accounts receivable and accounts payable, and project revenues and modifications.
+ Implement standard operating procedures, security measures and safety regulations
+ Recruit technical personnel needed for task order support
+ Prepare monthly, quarterly, and annual reports and logs
+ Organize direction and coordination of off-site tasks performed at NSWCDD Dahlgren and Dam Neck
+ Develop and maintain an automated system of tracking contract personnel, task orders, due dates, and financial data
+ Interface with Government management personnel and user representatives and act as liaison between Government, on-site Contractor personnel, and subcontractors.
+ Supervisory role over multiple Employees both in Dahlgren and Dam Neck, VA
+ Represent the values and commitment of Lynxnet to customers and teaming partners
+ Provide substantial individual contribution for proposal business development activities as required.
+ Support contract management by applying service delivery management best practices (e.g. PMI based practices)
+ Anticipate, identify and respond to any issues associated with contract execution and customer satisfaction in support of business operations
+ Develop strategies and work plan for accomplishing customer tasking and achieving stated corporate objectives.
**Qualifications**
+ Ten (10) years of program management experience which includes both technical and administrative aspects of Government contract performance, providing contract data deliverables, and having oversight of contract schedule and cost.
+ At least five (5) years of program management experience involving Federal Government programs.
+ Proven ability to lead and direct challenging projects and execute Assignments independently within the scope of the contract.
+ Demonstrated experience providing administrative oversight, corporate management, and ability to provide overall technical, schedule, and cost direction.
**Desired Qualifications:**
+ Bachelor's degree in business, management or a technical discipline with a minimum of five (5) years of progressively responsible civilian or military project management experience in planning, directing, and coordinating supportive services of an organization.
+ Experience with administrative oversight of contractual matters and serving as a liaison between the Customer Representative and corporate management.
+ Experience managing services simultaneously while supporting many projects and or multiple customers.
+ Experience organizing resources to support many concurrent activities.
+ Experience ensuring that all activities conform to the terms and conditions of the contract.
+ Excellent communication skills; oral, written, and analytical skills.
+ Excellent time management, decision-making, presentation, human relations, and organization skills.
+ DoD and U.S. Navy business support functions
+ Demonstrated ability to meet objectives driven by firm deliverable deadlines
+ Project Management Professional (PMP) certification by the Project Management Institute (PMI) is highly desirable.
+ Experience in managing and directing the efforts of diverse task teams in a dynamic environment; exhibit a thorough understanding of the goals, aims, and technical complexities of the DoD and U.S.
+ SECRET level DoD security clearance.
