Position: Program Manager - Army Continuing Education Services (ACES) Location: Ft. Job Summary Hatalom Corporation is seeking a qualified and experienced Program Manager to lead our Army Continuing Education Services (ACES) contract supporting the United States Army Reserve. This role is central to ensuring the successful delivery of educational services and program objectives while managing a distributed team across multiple locations. The Program Manager will be responsible for overseeing contract compliance, delivering quality services, and supporting the professional development of the Resource Advisor Team. Contingent upon contract award. Key Responsibilities

  • Primary Point of Contact: Act as the main liaison for the Contracting Officer's Representative (COR) to ensure contract requirements are met and addressed effectively.
  • Personnel Management: Recruit, train, and ensure the availability of qualified personnel to fulfill contract requirements at various locations, including remote sites.
  • Operational Coordination: Establish and oversee a management structure to ensure efficient and timely delivery of contract tasks, coordinating across locations and responding to the needs of team members and clients.
  • Deliverables Management: Ensure all contractual deliverables are completed on time and meet quality standards.
  • Team Supervision: Provide daily oversight, coaching, and performance management of the Resource Advisor Team, including tracking attendance, managing work schedules, and approving time sheets.
  • Client Services & Support: Serve as the primary point of contact between the Resource Advisor Team and the COR, ensuring effective information flow and client satisfaction.
  • Team and Performance Managem: Support employee feedback for the ACES contract, including hiring, training, performance appraisals, and disciplinary actions as needed.
  • Budgeting and Financials: Contribute to budget forecasting and analysis, prepare financial reports, and execute corrective actions as required.
  • Strategic Planning & Reporting: Support corporate strategy development and provide insights into program management and business development opportunities. Track and report on program metrics, progress, and impact.
  • Security Compliance: Coordinate security clearances, Common Access Card (CAC) issuance, and background checks in collaboration with company FSO.
Client Engagement and Program Support
  • Ensure prompt responses to client inquiries and support enrollment processes in ArmyIgnitED 2.0.
  • Guide clients in establishing educational goals and assist with developing, tracking, and updating educational plans.
  • Assist clients in completing necessary forms for Tuition Assistance (TA), adhering to all guidelines and review processes.
  • Facilitate smooth onboarding of new clients, providing guidance on the use of educational benefits, including FASFA, scholarships, the Post-9/11 Bill, and Student Loan Repayment Program (SLRP).
  • Prepare and conduct educational briefings using PowerPoint, Excel, and Word to inform clients and command units of program updates and resources.
  • Document all services provided within ArmyIgnitED 2.0 to ensure accurate and comprehensive records.
Contract & Client Management
  • Manage and monitor compliance with all contract terms, acting as the central point for issue resolution, reporting, and contract deliverable quality.
  • Maintain strong relationships with subcontractors, ensuring effective collaboration and accountability.
  • Conduct ongoing outreach to identify new client needs, ensure consistent service, and explore growth opportunities.
  • Support Credentialing Assistance (CA) program applications, guiding clients through the application process to meet Army standards.
Qualifications
  • Education: Master's degree from an accredited institution recognized by the U.S. Department of Education.
  • Experience: Minimum of five (5) years of program management experience, preferably in government or military support roles.
  • Security Clearance: Ability to obtain and maintain a Tier 3 background check prior to starting the position.
  • Skills and Competencies:
  • Demonstrated leadership in managing cross-functional teams and distributed operations.
  • Exceptional organizational skills with the ability to prioritize and manage multiple tasks.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word).
  • Excellent communication and interpersonal skills, with a commitment to professionalism and integrity.
Additional Skills
  • Knowledge of ArmyIgnitED 2.0, Veterans' educational benefits, and related resources is a plus.
  • Familiarity with military education systems and processes, including the Army Credentialing Assistance and Tuition Assistance programs.
