Summary The Sergeant at Arms (SAA) Emergency Management Division (EMD) provides and implements a comprehensive emergency management and continuity program for the U.S. House of Representatives. The incumbent is responsible for the management of the House Operations Center, development of special event plans and operational equipment, assets, and capabilities, including, checklists, job aids, reference documentation, and incident management organizational structures.   • Serve as subject matter expert on emergency operations issues and House Operations Center (HOC) capabilities and procedures.
  • Oversee and maintain the day-to-day readiness of the HOC to ensure it is fully operational, equipped, and ready for activation.
  • Develop, revise, and implement operations center checklists, job aids, standard operating procedures (SOPs), concepts of operations (CONOPs), etc.
  • Oversee the planning, organizing, staffing, and execution of emergency response activities in the HOC.
  • Responsible for preparing and disseminating timely situation reports, briefings, and relevant information to key partners and senior personnel.
  • Ensure timely and accurate information is communicated to the House community during an emergency or interruptions to House operations in accordance with established procedures.
  • Serve as the lead for developing emergency management special event support plans.
  • Review intelligence reports to identify potential vulnerabilities and develop recommendations to mitigate risk.
  • Serve as the HOC Manager during activations to coordinate emergency operations, including the collection, analysis, and dissemination of information for consumption by senior personnel.
  • Develop operations center staffing plan, schedule, and workflow timeline.
  • Manage and maintain applicable technology platforms and databases to support the EMD mission (i.e., common operating picture tools, ArcGIS, WebEOC, etc.).
  • Develop and implement HOC training programs for EMD staff and key partner organizations.
  • Serve as EMD lead for various program areas, including but not limited to emergency communications and emergency transportation.
  • Liaise with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity.
  • Support the Test, Training, and Exercise (TT&E) program and update plans and/or procedures based on exercise findings.
  • Serve as a watch officer in the House Operations Center Duty Program; 1-4 days per month; available to work long hours and nights when necessary.
  • Serve on-call 24/7 to deploy and support emergency management and continuity efforts, working on or off Capitol Grounds, or remotely, if required.
  • Act to support the Section Director and carry out various assignments which further the goals of EMD. May be required to act as the Section Director in his/her absence.
  • Lead working groups with senior House, Congressional, Executive Branch, and/or other external agency points of contact.
  • Manage multiple, complex EMD programs and projects without continuous oversight and direction.
  • Oversee major support contracts and procurement efforts; oversee EMD-specific vendor-provider services. Serve as the Contracting Officers' Representative (COR) on such programs.
  • Support the development and execution of the EMD budget, including identifying opportunities for the appropriate and cost-effective investment of financial resources in EMD assets and resources.
  • May be assigned duties as a 24-hour on-call EMD Duty Officer.
  • Perform other duties as assigned.
  • Knowledge, Skills, and Abilities:

  • Knowledge of principles, concepts, and methods associated with the development of strategies and objections of an emergency management and/or continuity program.
  • Knowledge and understanding of the National Incident Management System (NIMS) and the Incident Command System (ICS).
  • Proficiency in using and troubleshooting EOC management software, GIS tools, equipment, and other relevant technology.
  • Knowledge of functionality and operability of communications equipment and systems (secure and nonsecure).
  • Analytical, judgement, and problem-solving skills to work on short deadlines and resolve critical issues.
  • Ability to work well under pressure, exercise discretion and sound judgment while independently solving problems.
  • Excellent computer skills (e.g., word processing, presentation slides, spreadsheets, data management, etc.).
  • Highly refined and proficient communication ability.
  • Strong organizational skills.
  • Ability to manage multiple tasks simultaneously.
  • Work Schedule: Full-time, permanent. Monday - Friday. Hours: 8:30 a.m. - 5:00 p.m. You must be able to work outside of normal business hours, when necessary. Occasional travel may be required ( Requirements Conditions of Employment Qualifications Bachelor's degree with at least seven (7) years of experience or master's degree with five (5) years of experience, principally in Continuity of Operations (COOP) or Emergency Management. Minimum of two (2) years project management experience in corporate, Legislative, and/or government environments. Top Secret security clearance required. Must be able to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance. Experience working in an operations center (activation, day-to-day operations, and/or system maintenance). Demonstrated competence in a wide range of technical and administrative areas, to include budget, COOP, continuity of government (COG), and Emergency Management. Education Bachelor's degree with at least seven (7) years of experience or master's degree with five (5) years of experience.
