Please do not apply here, apply internally through Workday.* If you are NOT a current employee or student, please click Apply and complete the application process for external applicants.JOB DESCRIPTION AND POSITION REQUIREMENTS:The Pennsylvania Technical Assistance Program (PennTAP) under the Office of Entrepreneurship and Commercialization (OEC), within the Office of the Senior Vice President for Research, seeks an experienced and creative Program Manager for Pennsylvania's newly established Reducing Industrial Sector Emissions (RISE PA) Implementation Grant Program housed at PennTAP.The PennTAP RISE PA program is funded through the RISE PA grant that was awarded to the Department of Environmental Protection through the EPA's Climate Pollution Reduction Grants (CPRG) competition. The program will work closely with the network of PennTAP technical advisors who will be providing small PA manufacturers with energy assessments.The Program Manager will lead and manage this reimbursement grant program that incentivizes small PA manufacturers (SMEs) to upgrade their facilities and systems by providing implementation grants to offset the capital expenses of upgrades.They will coordinate all activities of the RISE PA program and support the program's fiscal management. This position is accountable for the RISE PA program goals.Responsibilities:* Program Management: Lead the planning, implementation, and evaluation of PennTAP RISE PA program activities, ensuring alignment with grant requirements and compliance with federal and state regulations.* Performance Analysis: Collaborate with the PennTAP Leadership Team to define key performance metrics for PennTAP RISE PA, monitor program performance, analyze results, and adapt plans as needed for success.* Outreach: Plan and manage outreach events and programs with partners in the PA Economic Development Ecosystem, including utilities and non-profit organizations.* Goal Execution: Develop and execute actionable plans in line with program priorities, demonstrating effective decision-making and initiative with minimal supervision.* Relationship Building: Establish and maintain strong relationships with stakeholders and community partners.* SME Education: Organize and conduct webinars, workshops, and events to educate SMEs on PennTAP RISE PA, documenting processes and guidelines to support ongoing program development.* Stakeholder Engagement: Engage regularly with project sponsors, stakeholders, and project teams to ensure alignment and transparency.* Reporting: Prepare comprehensive reports and maintain detailed program documentation as required.* Additional Responsibilities: Perform other duties as assigned by the Director to support program goals.Qualifications:* Requires a minimum of a Bachelor's degree or higher and 3+ years of related experience, or an equivalent of education and experience.* Demonstrated experience in program management, grant reporting, business development and finance.* Proven ability to build and maintain relationships with diverse stakeholders.* Excellent organizational, fiscal management, and project management abilities.* Effective communication and interpersonal skills.* Strong program management skills.* Ability to work independently and manage multiple priorities.* Proficiency in Microsoft Office 365 (Excel, Word, Outlook, SharePoint, Project) and Salesforce.This is a term position with funding available for 5 years.
