Background: The Military Health System (MHS) has undergone significant transformation, leading to the establishment of the Defense Health Agency (DHA) and a Combat Support Agency (CSA) in 2013 to provide support to all Medical Treatment Facilities (MTF). In 2017, the National Defense Authorization Act expanded DHA's role, transferring many functions from Service Medical Activities (SMAs) to DHA. This contract will support the Project Delivery Branch (PDB) Programs for DHA, utilizing the Defense Medical Logistic Standard Support (DMLSS) platform to manage facility inventory, work requests, projects, and compliance. Overview: GoldenWolf, is seeking a highly skilled Program Manager to join our team in supporting the Defense Health Agency's (DHA) Facilities Enterprise (DHA-FE). This role is essential in managing the implementation of PDB Programs, providing strategic guidance, and ensuring the efficient execution of Operation and Maintenance (O&M) funded projects across Military Health System (MHS) medical facilities. The role demands a proactive leader who can deliver desirable outcomes aligned with organizational and client objectives. Key Responsibilities:1. Program Planning and Development:

  • Organize programs in alignment with the organization's mission and goals.
  • Develop new programs to support strategic directions.
  • Strategize and outline goals and objectives for the program.
  • Estimate and implement program budgets; set program controls and standards.
  • Develop evaluation methods to assess program strengths and identify improvement areas.
  • Write program funding proposals to ensure uninterrupted service delivery.
2. Project Management:
  • Manage day-to-day details of multiple projects within the program.
  • Develop budgets and operating plans for projects.
  • Track program progress and submit monthly updates to the higher management team.
  • Produce deliverables on time and with a professional appearance.
  • Manage and submit program documentation.
  • Coordinate and utilize resources across multiple projects.
3. Team Leadership:
  • Lead and mentor project staff and team members.
  • Assign project managers and team members to projects.
  • Ensure goals are met in areas such as customer satisfaction, safety, quality, and team performance.
  • Implement and manage changes and interventions to achieve project goals.
  • Host and facilitate weekly staff meetings as directed by DHA.
4. Client and Stakeholder Communication:
  • Maintain transparent communication with clients regarding project issues and decisions.
  • Provide executive and organizational updates to PDB & FE personnel.
  • Facilitate monthly updates to the PDB and FE leadership.
  • Meet frequently with clients to ensure effective communication.
  • Prepare and present progress and budget reports to program directors, executives, and upper management.
5. Compliance and Control:
  • Lead project control areas such as legal, procurement, and compliance.
  • Minimize incompatibilities and ensure standardization of products.
  • Develop, implement, and refine administrative controls.
  • Process all GFE requests for DHA PDB.
  • Manage staffing reports for PDB contract personnel.
  • Execute and refine the portfolio for program initiatives.
  • Solve problems and issues at all levels of the program and report them to the program director.
Requirements Required Qualifications:
  • Bachelor's Degree.
  • Minimum of ten (10) years' experience in outfitting design construction, program management, or project management in a medical facilities field.
  • Experience leading a team of at least 15 people for a minimum of two years.
  • At least two (2) years' experience evaluating staff actions, proposals, and plans in relation to DHA's and DoD's strategic plans, regulations, policies, and operations.
Preferred Skills:
  • Proficient in Microsoft Office Suite; knowledge of program/project management software.
  • Knowledge of program management methodologies, performance evaluation, and change management principles.
  • Experience with budget compilation and adherence.
  • Strong verbal and written communication skills.
  • Ability to multi-task, prioritize, and manage time effectively.
  • DoD Healthcare Management experience.
  • Familiarity with DoD medical treatment facility (MTF) operations and healthcare communication.
  • Understanding of the DMLSS - FM Module and current healthcare-related safety codes and standards.
  • General knowledge of higher-level staff operations in DoD, OSD, Combatant Commands, and Joint Staff.
  • Analytical skills for translating DHA program objectives into executable plans.
  • Healthcare construction/facility management certification or fellowship preferred (e.g., PMI, NCEES, AIC, ASHE).
