About the job Program Manager Recovery Youth / Family Support Program Job Title: Program Manager Recovery Youth / Family Support Program Reports to: Division Director Recovery Support Employee Type: Exempt/Full Time 35 hours/week Salary range: $60,000 - $62,000 Location: Union County, NJ: Reliably commute or planning to relocate before starting work (Required) Schedule: 8-hour shift, Evening shift, Monday to Friday, Weekend availability Purpose: The Program Manager is responsible for the management of the Recovery Youth / Family Support Program under the Recovery Support Division, including direct oversight of 5-8 full-time equivalent direct reports. The Program Manager is responsible for managing team members and business operations that are assigned in the Recovery Youth / Family Support Program to achieve the goals of their division and the company overall. The Program Manager is required to evaluate the Recovery Youth / Family Support Program and employee performance and ensure that the team's work complies with company policies and procedures. They must support new business development efforts through fundraising, marketing, and partnerships and should work closely with their division director and other staff as assigned to ensure the protection of the company's interests. The Program Manager also assists in employee recruitment and provides training to the team and specific staff members upon hire and as needed. The position reports directly to the Division Director. Job Description: The Program Manager serves as the liaison to the project funder, US Department of Juvenile Justice and Delinquency Prevention (OJJDP) and NJ Division of Mental Health and Addiction (DMHAS) and ensures proper implementation and oversight of this grant which spans and serves Essex, Hudson, Middlesex, Monmouth and Union Counties. The Program Manager ensures that the programs policies and procedures are up to date and adhered to through proper documentation and participates in division strategic planning meetings with Division Director, CEO and other staff as assigned: •Grant reporting: o Assist with oversight of monthly, quarterly, and biannual programmatic reports related to federal, state, and county grants. o Provide regular reports to Division Director on grant deliverables and levels of services (at minimum monthly or as requested). •Personnel Duties: o Assist with the hiring, training, and supervising of Recovery Youth / Family Support Program staff, including peer recovery specialists, case managers and per diem employees o Provides direct task supervision to peer recovery specialists in collaboration with a clinical supervisor o Ensure a proper orientation for all staff, interns, and volunteers, and provide supervision to BASW and MSW interns •Recovery Support Responsibilities: o Assist with the coordination of recovery engagement programs, training and other special events. o Provide educational programs for organization upon request. o Assist with the scheduling, and coordination of necessary meetings with recovery engagement staff. o Work with various community agencies and groups to plan and implement recovery support activities. •Communication: o Answers phone appropriately; takes messages and makes appropriate referral when necessary. o Coordinate with program partners, including (but not limited to) treatment providers, occupational and pre-vocational training providers, county one-stop centers, and workforce development boards to identify gaps in the workforce resulting from substance use disorders and creating responsive job training and recovery support strategies to address them. o Develop and implement a continuous outreach plan to facilitate participant referrals to the program. •Public Relations/Marketing: o Professionally represent our organization in its community activities and maintain a positive attitude toward the promotion and development of programs sponsored by the agency. •Alternative Peer Group o Field referrals from a variety of sources (including but not limited to: school districts, treatment programs, parents, care management organizations, and juvenile justice) and determine whether youth meet minimum eligibility criteria for the APG program o Complete the intake and conduct comprehensive biopsychosocial assessments to determine youth stage of change and readiness for APG environment o Under the supervision of a clinical supervisor provide a comprehensive assessment and diagnosis of a patient's psychosocial needs inclusive of evidence based validated outcome measurements and develop treatment plans and treatment plan reviews based on findings and according to department policy o Facilitate weekly individual counseling and psychoeducational groups for youth ages 13-17 o Conduct brief counseling interventions with youth and families enrolled in the APG as needed o Work with a multi-disciplinary team, including peer recovery mentors o Maintain a caseload of up to 15 •Family Support o Field referrals from a variety of sources (including but not limited to: treatment programs, recovery support programs, Division of Child Permanency and Protection, etc.) of families to participate in the Celebrating Families! evidence-based program o Assist in implementation rounds of the 16-week Celebrating Families! evidence-based program o Provide education workshops for professionals on the Alternative Peer Group (APG) model and the Screening, Brief Intervention and Referral to Treatment (SBIRT) model POSITION DUTIES AND RESPONSIBILITIES: •Foster a positive culture and work environment within the team, division and agency as a whole. •Ensure adherence to agency policies & procedure, laws & regulations, and ethical standards. •Develops and maintains positive relationships with partners, funders, and stakeholders. •Supports the development, implementation, and monitoring of team, division and agency strategy. Meet with staff (one on ones, team meetings, etc.) to understand and troubleshoot challenges they are facing. Strategy •Report to and work closely with the Division Director to seek their involvement in policy decisions, programming and to increase the overall visibility of the Recovery Youth / Family Support Program •In collaboration with staff, develop a comprehensive strategy, or strategies, to achieve grant deliverables. •Assist with the development key performance indicators (KPIs) and work plans for the team and each team member that drive that strategy forward, and support staff in achieving set goals. •Monitor progress toward KPIs and implementation of work plans. •Communicate needs to Division Director and Administrative Team as appropriate, •Develops, implements, and enforces key performance metrics, milestones, specifications, documentation and reporting requirements, and budgets Adherence Ensure all levels of service and grant deliverables are met. Communicates team, program, and project performance and process to the Division Director and other members of the Leadership Team through periodic status reports and presentations. Monitor monthly program budgets, review and approve expenditures. Conduct regular audits of key processes. Develop, implement, and document performance issues, critical incidents, and corrective action plans as needed. Understand, communicate, and enforce all policies of the agency, our funders, and regulatory bodies. EDUCATION AND EXPERIENCE: Must possess a Masters Degree in a recognized mental health /human services discipline. Ability to perform psychosocial assessments and develop treatment plans. Knowledge of crisis intervention theory and its application in a variety of settings. Knowledge of psychopathology, differential diagnosis, and psychotherapeutic treatment techniques. A New Jersey licensed social worker (LSW). New Jersey licensed clinical alcohol and drug counselor (LCADC) strongly preferred or working towards. A New Jersey licensed clinical social worker (LCSW) OR a New Jersey licensed professional counselor (LPC), or licensed marriage and family therapist (LMFT). Preferred 3 or more years experience with adolescent substance abuse and recovery or in program management of substance abuse prevention and/or treatment initiatives. Excellent oral and written communication and presentation skills, strong computer skills required. Must maintain licensure through CEUs and renewal. Bi-lingual preferred. Education: Master's (Required) License/Certification: Driver's License (Preferred) LSW, LCADC, LCSW, LPC, or LMFT (Required) ****Clinical supervision toward licensure available EVENING, OVERNIGHT AND WEEKEND AVAILABILITY: Must be available by phone between Monday 8pm through Friday 8pm, and additionally provide coverage for overnight and weekend hotline shifts at all times. TRAVEL: Must possess a valid drivers license and method of transportation. Position requires frequent travel within and outside of Union County. All travel mileage will be reimbursed.
