Wicker Center for Ocean Enterprise.Position Details Location Marine Research Center1030 West Pier, Port of GulfportGulfport, Mississippi, 39501United States Division Ocean Enterprise Position Type Staff Employment Status Full Time Grant Funded Yes Pay GradeE17Posting Close Date 6/30/2025Job SummaryServes as coordinator and manager for research and related programs under the framework of USM's Roger F. Wicker Center for the Ocean Enterprise. The Program Manager will oversee research, development, testing, and evaluation of ocean platforms and sensors including, but not limited to, uncrewed maritime systems (UXS), research vessels, satellite/remote sensing, and fixed or drifting/profiling sensors. Manages multiple inter-disciplinary projects reaching across the University's complement of coastal and ocean activities with partner entities from industry and federal government including Department of Commerce, Department of Defense and Department of Homeland Security.Primary Duties and Responsibilities* Provide leadership for research, development and testing & evaluation activities to develop and support integrated uncrewed systems research across units.* Performs project management and principal investigator functions in grant proposal development and project reporting including planning, organizing, and carrying out new and existing research programs including data science initiatives. Creates system and interface control design specifications and project management plans that include configuration, maintenance, information technology, logistics, sustainment engineering aspects related to uncrewed systems and other emergent technologies.* Serve as Point of Contact between The University and federal and state agencies relating to job relevant activities including development and implementation of a Training, Test and Evaluation Area in the Gulf of Mexico.* Coordinates with academic units and/or federal agencies for Uncrewed Maritime Systems training and education.* Performs other duties as assigned.Minimum QualificationsA Bachelor's degree in marine, physical or technology science, engineering, or a related field from an accredited university with 10 years of program management experience working within qualifying fields as they apply to research and technology innovation or a Master's degree in marine, physical or technology science, engineering, or a related field from an accredited university with 5 years of program management experience working within qualifying fields as they apply to research and technology innovation. Ability to comply with research security and export control requirements. Ability to obtain a Transportation Worker Identification Credential to enter a secure port facility on a daily basis.Knowledge, Skills & Abilities* Communication and Leadership: Excellent communication skills, both verbal and written, and the ability to lead and motivate teams to achieve goals.* Attention to Detail and Organization: Meticulous attention to detail, strong organizational skills, and a proven ability to work effectively within deadlines.* Budget Management and People Skills: Experience in developing and managing budgets, and the ability to effectively manage and motivate teams.* Entrepreneurial Mindset: A passion for entrepreneurship, a drive to seek out new opportunities, and a willingness to continuously learn and grow.Preferred QualificationsPhD. in physical or technology science, engineering, or a related field.Eligible for security clearance.About The University of Southern MississippiSince our founding in 1910, The University of Southern Mississippi has remained dedicated to preparing students for success.
