JOB SUMMARY The Program Manager is responsible for the supervision and day-to-day office operations of the staff and assigned site. ESSENTIAL FUNCTIONS:
  • Fulfills County Department of Mental health PBS and contractual obligations.
  • Accurately completes in a timely manner all required paperwork, which includes but is not limited to documenting consumer contracts, time cards on ADP and statistical reports.
  • Reviews and monitors teams' weekly payroll and case notes.
  • Facilitates daily and or weekly staff meetings, which includes an organized agenda.
  • Supervises and assists with recommendation in staff development and evaluations.
  • Attends and participates on external and internal planning, coalition and collaboration meetings.
  • Maintains required caseload.
  • Supervises assigned staff members.
  • Coordinates staff caseloads
  • Oversee staff scheduling.
  • Assists with interviewing.
  • Identifies office and job resource needs, which include staff supplies and equipment.
  • Coordinates and maintains solid working relationships with providers, educational and governmental entities.
  • Maintains a positive, cooperative attitude with staff, consumers and providers.
  • Process's intakes in a timely manner.
  • Train's staff in necessary job duties which may include intakes, agency paperwork, and apartment hunting.
  • Ensures offices is clean, appropriate filing is completed, and office supplies are ordered through administration.
  • Process intake and case logs
  • Work with providers to link and support consumer needs.
  • Performs other duties as assigned by their supervisor or management.
  • ADDITIONAL RESPONSIBILITIES: Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES:Manages employees and is responsible for the overall direction, coordination and evaluation of these employees. Carries out supervisory responsibilities in accordance with the organization's policies. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.COMPLEXITY OF WORK AND DECISION MAKING:Works in accordance with policies and regulations which may require judgment, initiative, creativity and the ability to deal with complex factors and making of decisions based on conclusions for which there may be little precedent. AUTONOMY AND ACCOUNTABILITY:Works from general objectives (such as governmental and agency compliance standards) and broad and varying policies, procedures, rules or precedents with significant functional guidance. Refers specific cases to supervisor for clarification or interpretation. Review by supervisor focuses on achievement of the objective and not necessarily on the means, except when required to ensure compliance with regulations.TECHNOLOGY, EQUIPMENT OR TOOLS:Microsoft Office skills including Excel, Word and Outlook. Evidence of skills demonstrated by the ability to perform all of the basic functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters as well as the ability to create and edit workbooks. General office equipment is used including fax machine, computer and phone system.PHYSICAL DEMANDS AND WORK ENVIRONMENT: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work follows established practices and operating procedures with some latitude for independent judgment. Maintains strict visual contact with work up to 90% of the time. May occasionally lift up to (35) thirty-five pounds. without mechanical assistance. Work involves sitting, driving, and ambulating from task to task. The noise level in the work environment is usually light.EDUCATION & EXPERIENCE:
    • Bachelor of Arts Degree in Human Services, or related field and one (1) year of experience providing mental health services.
    Or
    • Associate degree in Human Services or related fields and two (2) years' experience providing mental health services.
    Or
    • High School Diploma or GED and three (3) years' experience.
    And
    • Completion of a peer advocacy training program or related certification is preferred. Academy of Peer Services Certification must be completed within the employees first 6 months in this position if the employee is not currently certified.
    And
    • Must have a valid Class D Driver License, reliable transportation and automobile insurance.
    And
    • Must have had active participation in mental health self-help activities, peer support or peer advocacy programs or recipient-run organizations or similar experiences or programs.
    KNOWLEDGE, SKILLS & ABILITIES:
    • General knowledge of recipient benefits, governmental process, consumer rights, case-management, and operations of the agency.
    • Provide supervisory and problem-solving skills.
    • Display a strong emphasis on team building.
    • Must possess advocacy skills; attention to detail; effective communication, writing and documentation skills.
    • Must have an understanding and working knowledge of confidentiality laws regarding recipient's records and personal/health information.
    • Must be proficient in MS Word/Excel, internet and Outlook e-mail.
    • Experience as a mental health service recipient.
    • A valid driver's license with personal vehicle and automobile insurance.
    • Well-developed management skills with regard to both principles and people, including the ability to motivate others; leading by example.
    • Persuasive customer service skills.
    • Strong written and verbal communication skills.
    • Ability to handle challenging situations with tact, diplomacy, and confidence.
    • Ability to interact with individuals at all levels of the organization.
    • Strong analytic and problem-solving skills.
    • Excellent organization and administrative skills.
    • Ability to plan and prioritize to achieve a defined objective.
    • Effective at managing and measuring work.
    • Ability to work independently devising new methods, adapting or changing standard procedures to meet new conditions, and making decisions guided by precedent within the limits of established policies.
