The IRC Resettlement, Asylum and Integration (RAI) network creates opportunities for refugees and other vulnerable migrants to survive and thrive in the United States and in Europe. The IRC RAI network currently has 28 US offices. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and federal government agencies, as well as private foundations and corporations. This work is led by the RAI Resource Acquisition and Management (RAM) team, in close collaboration with RAI Regional and Program Excellence units as well as the IRC Global Awards Management Unit and Finance and Budget departments.The Post-Award Program Officer will be a primary focal point for post-award grant administration duties for approximately 35-40 federal awards issued to RAI offices by the Office of Refugee Resettlement at the U.S. Department of Health and Human Safety. This includes close coordination with RAI offices to track successful implementation and progress against deliverables; monitor spending and other financial indicators; provide compliance guidance and process for formal modifications to award; lead communication to the donor and use of online donor portal; and maintain award files.The Post-Award Program Officer will also provide support to a designated RAI region. Duties will include assisting RAI offices with agreement review, advising on compliance matters for locally led awards, and providing guidance on navigating IRC policies and procedures.This position will work closely with other RAM Program Officers to coordinate a cohesive perspective on the health of the federal award portfolio. Additionally, the Program Officer will work closely with the Pre-Award Officers to share information and insight about award implementation to inform proposal writing, concept design and business development strategy.This position reports to the Senior Program Officer, Post-Award.Major Responsibilities:
  • Provide award management oversight of the ORR portfolio in close coordination with RAI offices across the network.
  • Act as the compliance focal point for RAI ORR portfolio, provide guidance and advice on award management for new and ongoing awards.
  • Advise RAI office on IRC internal policies and donor rules and regulations as pertain to award management and implementation.
  • Support RAI staff in the review, editing and submission of reports to federal donors in coordination with other HQ staff.
  • Regularly review award budget versus actuals.
  • Assist with award modifications, including budget and scope modifications, extensions and amendments.
  • Host grant opening meetings with project staff and carry out periodic check-in meetings.
  • Assist in the ongoing refinement and updating of post-award tools and training.
  • When necessary, other duties as assigned.
Job Requirements:Work Experience:
  • Bachelor's degree with minimum 5 years of award management experience.
  • Program/project management experience required; preferred experience with ORR or DHHS awards.
  • Compliance experience required; must have knowledge of 2 CFR 200 and prior experience on USG federal award compliance.
  • Experience or familiarity with audit preparation and response, especially on USG grants and cooperative agreements.
  • Excellent organizational skills with a track record of coordinating across teams and locations.
  • Comfortable with donor-facing calls and meetings.
  • Ability to diplomatically work with a range of stakeholders, analyze multiple perspectives and build consensus.
  • Comfortable managing many, varied tasks and a can-do attitude towards problem solving.
  • Database management and development experience a plus.
  • Fluency in English is required.
