SUMMARY The Program Officer will split time between two teams in the Professional Programs Division - the Open World Program team and the Professional Exchanges team. The Open World Program is funded by the United States Congress and is operated by the Congressional Office for International Leadership. The program, through travel of delegations to the U.S., increases mutual understanding between the U.S. and several Eurasian countries; provides exposure to U.S. democratic institutions, the U.S. political system, and public-private partnerships and inter-relationships; and forms the basis for a continuing dialogue for future cooperation. The program has provided financial support to bring key public policy decision-makers and leaders from Eurasian countries to the United States for short-term stays and to support follow-on activities for program alumni. The Young Transatlantic Innovation Leaders Initiative (YTILI) Fellowship Program offers an unparalleled opportunity for young European business and social entrepreneurs to broaden their horizons, connect with the U.S. business sector, and share innovative ideas and best practices. This comprehensive program, designed to foster transatlantic relationships, includes a mix of virtual engagement and a six-week program in the United States (including a four-week professional fellowship), alongside opportunities for ongoing involvement upon the fellows' return to their home countries. The Program Officer works as part of a team in the Washington D.C. office and coordinates implementation of Washington office activities with overseas staff. The Program Officer contributes to a range of activities related to program administration, information management, processing of payments, and participant travel. The Program Officer supervises staff, overseas procedures, and monitors critical issues. The Program Officer reports to the Washington-based Open World Senior Program Manager and the Professional Exchanges Program Manager. The position is hybrid, with two days a week in the office. RESPONSIBILITIES
  • Organize and oversee logistics and administrative tasks and resolve issues relating to participant travel and programming for both Open World and YTILI;
  • Manage activities of Program Assistants involved in program administration and logistics tasks;
  • Operate the Open World database, including running various queries and reports, and reporting bugs;
  • Collect and report on alumni results for Open World;
  • Act as liaison and maintain contacts and correspondence with Open World, grantees, local host organizations, and vendors;
  • Monitor local host program plans, including review of agendas;
  • Facilitate processing of payments to program participants, hosts, partners and vendors;
  • Contribute to reports to Congressional Office for International Leadership and ECA; and
  • Other administrative tasks as assigned by the Sr. Program Manager (Open World) and Program Manager (YTILI).
Qualifications
  • Bachelor's degree and relevant experience;
  • Two to three years of experience working on international programs;
  • Strong skills working in Microsoft Excel;
  • Demonstrated ability to manage and carry out multiple tasks;
  • Experience working or studying in Ukraine or other Eurasian country preferred;
  • Familiarity with Eurasian political, economic and cultural spheres;
  • Effective interpersonal skills.
