This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:A bachelor's degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling and three years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of social services programs, such as cash or nutrition assistance, child welfare, disease management, disease prevention, employment and unemployment services, labor market information, or workforce development.Substitution: J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Duties Description Standard Duties: The Program Research Specialist 2 (Human Services) with Research and Statistics will perform the following duties, not limited to:Supervise and assign work to Grade 18 staff. Back up the unit manager as a unit point of contact, receiving requests from upper management for surveys, focus groups, etc. Teach and train staff on Word, Excel, and Alchemer (software tool) techniques. Teach and train staff on Dedoose or similar software to analyze qualitative data, use statistical methods, including random sampling to most efficiently develop a representative group for a survey sample. Design, create and implement surveys using the most up-to-date methods. Monitor surveys while they are live. Arrange to have reminders and other emails sent to respondents. Design, create and implement focus groups. Attend meetings to help develop survey and focus group questions. Review requests once they are completed for revisions or edits. Prepare reports and dashboards to present materials. Review material and make revisions and improvements. Perform quality assurance tasks to ensure that the information and data analyses in Research Unit reports and other deliverables are complete and accurate. Demonstrate good attention to detail, writing, communication and organizational skills.
