Nature of Work

Under the supervision of the Workforce Programs Manager with additional supervision provided by the Division Associate Director. This position will provide program area leadership, technical assistance, and coordination to assure that Division of Rural Health & Recruitment, loan and grant programs are maximally effective and improve the health status of rural, underserved communities in West Virginia.

This position ensures compliance with federal, state, and local regulations, laws, policies, and procedures governing loan repayment programs. Has responsibility for the development of standard operating procedures and for monitoring, tracking and reporting of program activities. Consults with leadership on highly complex individual situations that potentially have significant impact on systems or involve sensitive legal issues. This position acts as lead worker for specific projects within the Division and completes the sub-recipient grant process and ensures federal funds are spent within the program and federal guidelines.

The position requires a high level of communication skills both verbally and written, as well as customer service and interpersonal relationship skills. All skills associated with leadership and staff development are highly regarded as well as networking and negotiation skill set.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.

Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.

Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.

OR

Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.
