Org. Setting and Reporting
This position is located in the United Nations Development Coordination Office (UNDCO) in New York. The Programme Officer (Special Assistant to the ASG) reports to the Chief of Staff of UNDCO.
Responsibilities
Within delegated authority, the Programme Officer (Special Assistant to the ASG) will be responsible for the following duties: Supports the ASG for Development Coordination in his daily work through oversight of the ASG's calendar, liaison with internal and external partners and support to key decision- making within DCO; Brings to the attention of the ASG all matters requiring his/her personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up, as directed; Handles incoming and outgoing correspondence of the ASG; Supports quality assurance for all material addressed to the ASG; Conducts follow-up activities with all UNDCO units, as appropriate Prepares the ASGs agenda for missions, including drafting the briefing book and drafting mission summaries, etc. Supports in tracking the strategic deliverables of UNDCO. Develops and maintains collaborative relationships with the Executive Office of the Secretary-General, Agencies, Funds and Programmes and Secretariat departments and other key stakeholder. Keeps abreast of latest emerging trends and innovative approaches to RC system monitoring. Coordinates DCO's contributions to taskings/briefings for the leadership of the United Nations, including liaising with relevant colleagues at Headquarters, the regional teams of DCO and Resident Coordinator Offices, as well as key partners across the UNSDG, EOSG, DPPA-DPO and other entities; Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Research, analyze and presents information gathered from diverse sources. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Performs other duties as required. Work implies frequent interaction with the following: UNDCO senior management and other UNDCO staff, Resident Coordinators and Resident Coordinator Office staff, Senior officials within the UN Secretariat and UN system, Intergovernmental bodies, non-governmental organizations, and EOSG. Results Expected: Delivers high quality inputs in a timely manner. Establishes relationships with a range of officials within the UN Secretariat, including EOSG, and relevant organizations of the UN system. Works collaboratively and facilitates exchange of information. Implements, monitors and evaluates assigned programme/projects. Provides thorough, well reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc. Develops and maintains effective working relationships.

Education
Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, development policy advice, political analysis, strategic planning, international relations, or peace and security is required. A minimum of three years of work experience as a Special Assistant is required. A minimum of two years of fieldwork experience is required. Work experience at Headquarters is desired.
Languages
Fluency in English (both oral and written) is required. Knowledge of French is desired. NOTE: Fluency equals a rating of fluent in all four areas (read, write, speak, understand) and Knowledge of equals a rating of confident in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is funded for 1 year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
