Please Note: This position is contingent upon [contract award].ECS is seeking a Senior Project Analyst to join our team in support of the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Office of Business Integration (OBI). In this role, you will contribute to VA leadership's efforts to ensure 19 million living Veterans and 23 million family members receive timely benefits, care, memorialization, and services through the execution of an annual $6 billion IT budget signaling VA's commitment and significant investment into creating a consistent, robust and quality experience for our Veterans and their support network.As Senior Project Analyst, you will partner with the OBI program leadership and key stakeholders by delivering project management support services. You will collaborate with the Office of Information and Technology (OIT) and VBA's lines of business to drive the modernization and transformation of VBA business functions. You will bring rich and relevant experience, preferably healthcare-related, that comes with leading the development and handoff of business requirements that will inform new projects. You will also support process improvement activities that informs the design, implementation, modification, sustainment and portfolio management of VBA software applications and systems.What you will do. In this role, you will support OBI branch chiefs in the initiation, management, and reporting of new VBA projects by bringing thought leadership and your experience in project management. You will assist with the management and oversight of an $88 million IT budget to advance VBA project development and sustainment. You will contribute to the development of new processes, policies, and enabling technologies. This includes:
- Assist in the initiation of new VBA projects, ensuring all necessary documentation, resources, and approvals are in place.
- Provide comprehensive administrative support to VBA program managers and project teams, including scheduling meetings, preparing reports, and maintaining project documentation.
- Coordinate logistical aspects of new project starts, including arranging council meetings and workshops, and ensuring the availability of necessary facilities and equipment.
- Ensure project management support is consistent with project management best practices, notably those specified by the VBA OBI Project Management Guide, Software Engineering Institute's (SEI) Capability Maturity Model Integration (CMMI) and ISO 9001 Certification, Quality Management System (QMS).
- Assist in the allocation and management of project resources, including personnel, budget, and materials, to support new project starts.
- Maintain clear and effective communication with internal and external stakeholders, including project teams, contractors, and VBA and OIT representatives.
- Identify potential risks related to projects and develop mitigation strategies.
- Contribute to the development and implementation of processes and procedures to improve the efficiency and effectiveness of projects.
