Job Description:
  • Position Title: Project Controls Specialist
  • MAIN PURPOSE: Provide overall leadership of project processes of project planning and scheduling on behalf of the owner for a process plant new build capital program reporting to the Program Director. Will have full accountability for project controls and planning related to the program. Role is hybrid initially and work will be conducted in EST time zones primarily. The role is hands on in nature and is not an administrative job.

  • COMPLEXITY OF THE JOB:
  • Manages engineering and vendor data cost interface for engineering, equipment procurement, construction, and startup for processing facility.
  • Requires thorough understanding of engineering development work-flow and the ability to read and interpret engineering deliverables, scope, budget, schedule, project management deliverables and specifications. Will own responsibility of engineered equipment and on time design, fabrication, and delivery to site.

  • MAIN RESPONSIBILITIES:
  • Visualization and implementation of overall project controls work process related to planning and scheduling for complex capital program including design, construction, and startup.
  • Establishment of contractor project planning and scheduling requirements and oversight to assure conformance.
  • Oversight of outsourced capital estimates.
  • Leadership of risk management program.
  • Portfolio and individual project planning and scheduling.
  • Contract administration from planning and scheduling perspective.
  • Portfolio reporting.
  • Schedule management and reporting.
  • Development of owner schedule at least at 2nd level and if required at 3rd level or higher.
  • Statistics based risk and contingency management for budget.

  • Experience required in the following areas:
  • Minimum of 12 years of project experience in a refinery or chemical plant environment. Minimum 8 years' experience in owner role.
  • Minimum of 10 years of engineering and construction document development.
  • Data analytics

  • Required Abilities:
  • Advanced project planning and schedule control skills and experience in full life cycle capital project execution in process related industries.
  • Significant FEL stage gate execution capability and experience.
  • Thorough understanding of time estimating methodology and theory.
  • Basic cost management capability backed by significant hands-on experience.
  • Expert planning management capability.
  • Expert Earn Value Management capability.
  • Expert spreadsheet skills
  • Ability to perform well in the ambiguous conditions of early phase planning and analysis.
  • Thorough understanding of industry project controls best practices from owner perspective.
  • Ability to lead multiple projects from executive level while maintaining awareness of the details.
  • Self-motivation and the ability to accept full accountability of the function to the program.
  • Familiar with automated Project Management Information Systems.
  • Formal engineering education or comparable experience.
  • Ability to work in multiple cultures, legal systems, and currencies.
  • Strong Communication Skills.
  • Strong organizational skills.
  • Applicable Software knowledge: P6, @risk, MS Office, MSP, Autodesk Construction Cloud, SAP, Teams, SharePoint, Project Online.
