SUMMARY: Under the general supervision of the Supervisor, Transmission Project Coordination the Transmission Project Coordinator plans, organizes, manages, completes, and documents new and existing transmission and substation projects as assigned. The incumbent communicates project requirements, timelines, required materials, and on-going progress to internal employees, departments, external consultants and outside contractors to ensure timely project completion. In addition, the Transmission Project Coordinator establishes and ensures compliance with material standards, maintains and completes required documents, and facilitates project progress and completion. ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following; other duties may be assigned. Serves as project or team lead on specific substation or transmission projects. Acts as the WFEC project contact for interaction with consulting firms, contractors, other departments and local government agencies to formulate and execute plans and activities required to complete assigned projects. Coordinates with member (Cooperatives) co-ops on construction projects and works with other internal departments as well as outside contract engineering and construction firms to ensure completion of projects according to Rural Utilities Service (RUS) rules and the WFEC Project Procedures document. This includes the approval process, bidding selection, project construction, and project reconciliation and close-out of contracts for approved projects. Reviews project plans, proposed resources, and implementation activities to ensure the project meets or exceeds acceptable WFEC/RUS engineering designs, materials and standards. Facilitates the resolution of standards issues and the timely completion of assigned projects. Administers contracts with outside construction, engineering, and other resources. Uses automated project planning and tracking software to plan, define, organize, and track project progress through completion. Tracks current project progress and alters the project plan to incorporate changes and unexpected contingencies. Communicates project issues and changes to - internal department personnel, Transmission & Distribution Services (T&DS) department personnel, outside contractors, Member System personnel, and other parties. Ensures all required permissions and approvals, including environmental, right-of-way, RUS, and board are received prior to start of any construction activities on all assigned projects. Facilitates development of consistent mechanical and electrical specifications and standards from a variety of industry and regulatory sources for WFEC projects providing WFEC with a reliable standard for project materials and design. Tracks and reports cost information during the project to ensure budget compliance. Notifies department management and necessary parties regarding significant cost changes impacting the project budget. Provides technical and contractual advice to internal and outside project personnel. Develops positive communication and productive relationships with fellow employees, industry contacts, member cooperatives and WFEC management. Evaluates proposed construction job sites to make the best selection possible for property avoiding other utility assets, meeting Member Cooperatives requests, and WFEC requirements. At the option of the hiring official, a candidate will be placed in one of the following Transmission Project Coordinator levels based on education, experience, knowledge, skills and behaviors required. Education and Experience: Transmission Project Coordinator Level I - ($78,550 - $120,563): Requires a bachelor's degree in project management, electrical engineering technology or a related field and two years of project management experience in an electric utility environment or manufacturing environment. Transmission Project Coordinator Level II - ($87,097 - $135,089): Requires a bachelor's degree in project management, engineering technology or a related field and four (4) or more years of professional project management experience of which two (2) years must be in an electric utility environment. Experience using project tracking and management software is required. Transmission Project Coordinator Level III - ($105,442 - $167,018): Requires a bachelor's degree in project management, engineering technology or a related field, and eight (8) years of professional project management experience, of which four (4) must in an electric utility environment and certification as a Project Management Professional. Experience using project tracking and management software is required. *At all levels, directly related experience may be substituted for a degree at the rate of two years of experience for one year of formal education. Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information in one-on-one and group situations, as well as respond to questions from groups of employees, managers, industry contacts, clients, customers and the general public. Math Skills: Requires the ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume. Also requires the ability to apply concepts of basic algebra and geometry. Reasoning Ability: Requires the ability to define problems, collect data, establish facts, and draw valid conclusions. Also requires the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills: To perform this job successfully, an individual should have experience using the Microsoft Office Suite, Microsoft Project Management, and applicable PeopleSoft applications. CERTIFICATES, LICENSES, REGISTRATIONS: This job requires a driver's license. Project Management Professional certification required for Level III. WORK SCHEDULE REQUIREMENTS: This job may require a work schedule in excess of a 40-hour week and travel on short notice.
