The Research Foundation for Mental Hygiene, Inc. is seeking a highly skilled and motivated individual to fill a full-time Project Director position. The primary role of this position is to lead and manage a federal SAMHSA ReCAST grant. This position is located at the NYS Office of Mental Health Western New York Field Office in Buffalo, NY.
Under the leadership of the NYS OMH Division of Integrated Community Services for Children and Families and the Western New York Field Office, the Project Director will be working on a SAMHSA-funded Resiliency in Communities After Stress and Trauma (ReCAST) grant. The purpose of this program is to promote resilience, trauma-informed approaches, and equity in communities that have recently faced civil unrest, community violence, and/or collective trauma within the past 24 months; and assist high-risk youth and families through the implementation of evidence-based violence prevention, and community youth engagement programs. SAMHSA expects ReCAST to be guided by a community-based coalition of residents, non-profit organizations, and other entities (e.g., health and human service providers, schools, institutions of higher education, faith-based organizations, businesses, state and local government, law enforcement, and employment, housing, and transportation services agencies).
The NYS Office of Mental Health (OMH) ReCAST Buffalo program's population of focus is Black and African Americans residing in or attending school in four Buffalo East Side neighborhoods (14204, 14208, 14211 and 14215), with a special focus on high-risk youth and their families. These neighborhoods are highly impacted by the racially motivated mass shooting that occurred on May 14, 2022.
The project's primary activities include funded trauma-informed behavioral health services:
1) a Black Mental Health Response which provides outreach and enhancement, and therapeutic services, to youth and families in the East Side;
2) clinical supports and consultation for students in area schools struggling with community trauma, and training for educators;
3) non-traditional mental wellness services focused on respecting and integrating Black/African American traditions and culture to include arts-based therapies, coordination with local houses of worship and spiritual-based healing, and
4) a peer advocate workforce pipeline pilot for Black/African American Youth and Families.
The Project Director will be the lead administrator leading and overseeing the ReCAST project and will report to the Field Office Director.
Duties and Responsibilities:
* Being the public face of the project at the national, state, county, and neighborhood levels.
* Developing, nurturing, and maintaining critical stakeholder and partner relationships to further the goals of the project and sustainability of its activities.
* Designing, implementing, and overseeing all project component activities.
* Budget development & monitoring, subcontract preparation, voucher processing.
* Synthesizing information into reports for state and federal audiences.
* Develop and support the project community coalition.
* Guide project staff in planning and service delivery, and supervising staff to ensure appropriate service delivery and execution of grant activities.
* Overseeing all programmatic components of services delivered by contracted vendors.
* Supervise the ReCAST project team.
* Liaise with the NYS Office of Mental Health Division of Integrated Community Services for Children & Families project team.
* Collaborating with the project evaluator to ensure SAMHSA reporting requirements are met and quality improvement activities are undertaken where needed.
Minimum Qualifications:
* Candidates must have a bachelor's degree in a related human services field plus four years of professional program/project or administrative experience, one of which must have been in a supervisory capacity.
* Professional program/project experience is defined as the direct care, treatment, or instruction of clients (21 years of age and under) in a federal or state operated, licensed, certified, or funded human services program, particularly to high risk populations in urban settings.
* Professional administrative experience is defined as program/project experience serving youth 21 years of age or under in the areas of project/program management, budgeting, fiscal, business administration, and/or administrative planning; OR quality management; program evaluation; or experience in federal, state, or local government focusing on the planning, development, oversight, coordination, and operation of mental health programs
* Substitution: A master's degree in a related human services field may be substituted for one (1) year of the required experience. A doctoral degree in a related human services field may be substituted for two (2) years of the required experience.
Preferred Qualifications:
* Three (3) years of experience working with organizations or individuals from underserved populations, including but not limited to experience gathering community level (including from families and youth) input about the unique needs of such population and the design and implementation of activities at the reduction of disparities in access, quality, and treatment outcomes.
* Two (2) years of project management, program oversight, and/or program development experience.
* Two (2) years of grants management experience.
