Common Street, New Braunfels, Texas 78130SUMMARYThis position will primarily be responsible for managing the whole project cycle of water and wastewater infrastructure projects with limited supervision from conceptual design, to detailed design, and construction oversight. The Project Engineer II will oversee all or certain aspects of projects including planning, scheduling, forecasting, technical activities, and managing contracts associated with assigned projects. This may include large scale and long-term projects.ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Identifies projects; develops project scopes and budget estimates; manages the planning, design, construction, implementation of projects, and independently directs projects.
  • Independently prepare and/or review construction documents, cost estimates, plats, easements; performs and/or reviews hydraulic modeling and analysis of existing and future GBRA infrastructure, and other submittals by engineering consultants and internal staff for completeness and correctness.
  • Acquires necessary project permits; ensures all necessary permits have been submitted to and approved by appropriate regulatory agencies. Coordinate with the regulatory agencies to determine requirements, resolve comments on construction documents or plans/permits, and seek final approval.
  • Provides engineering support and technical knowledge to other departments within GBRA for special projects including development of regulations, specifications, contracts, and studies.
  • Routinely interact with the GBRA's operators and customers to interpret their needs and requirements for engineering projects.
  • Provide QA/QC and other support on tasks for projects managed by other team members.
  • Establishes and maintains effective working relationships with internal and external agencies and public relations including local and regional entities.
  • Regularly track adherence to budget and schedule, produce reporting on project status, conduct project meetings, and keep all project documentation current.
  • Perform other duties as assigned.
RequirementsKNOWLEDGE/SKILLS/ABILITIES
  • Knowledge of engineering principles, design, and construction practices related to water and wastewater infrastructure.
  • Knowledge of project management principles, practices, techniques, and methodologies as it relates to area of responsibility or discipline.
  • Cooperative skills in working efficiently with a team are essential. Must take initiative on executing tasks, coordinating with other members of the design team, and obtaining necessary information.
  • Proficiency with hydraulic modeling software is preferred for this position. Willingness to develop mastery of hydraulic modeling software utilized by GBRA is required.
  • Must possess a working knowledge of federal, state, and local design requirements related to utility and water resources projects and stay up to date on regulatory changes.
  • Must possess a detailed knowledge of construction contract requirements and an ability to negotiate contracts with consultants and/or contractors.
  • Ability to prepare detailed technical reports and presentations.
  • Must be able to communicate effectively, verbally and in writing, with diverse stakeholder groups including internal departments, consultants, contractors, inspectors, regulatory agencies, other governmental agencies and citizens for project coordination. Excellent written and verbal communication skills, including public speaking, email etiquette, grammar, and networking are essential.
  • Must be able to effectively use word processing, spreadsheet, database, and presentation software. Experience with Microsoft Teams, Bluebeam and Microsoft Sharepoint preferred.
  • A working knowledge of utility easement requirements and the easement acquisition process.
EDUCATION/CERTIFICATIONS Bachelor of Science degree in engineering with a civil, electrical, water resources or environmental emphasis from an institution accredited by a recognized accrediting agency.REGISTRATIONS/LICENSES
  • Licensed Professional Engineer in the State of Texas, or if license is held in another state, must obtain Texas license within six months of hire date.
  • Valid Texas Driver's License with acceptable MVR.
EXPERIENCE AND SPECIAL REQUIREMENTS
  • A minimum of four years' progressive experience in engineering.
  • A thorough understanding of water distribution systems, wastewater collection systems, and pump and pipeline hydraulics is necessary for this position.
  • Working conditions are in an office and field environment. Must be willing to work nights and weekends during high rainfall, inclement weather and flood events. Travel varies depending upon projects, but will occasionally involve overnight stay and long work hours.
