M-1312 Grade: 38 Posting Date: 7/2/24 Posting Closes: 7/9/24 Department: Technical Services Hiring Manager: Dan Stevens Compensation: ($157,307- $192,264 annually) JOB SUMMARY / PURPOSE OF POSITION Responsible for the coordination, implementation, and performance of engineering activities for the site's projects. In this position, the person manages engineering personnel and coordinates associated projects with other groups. Incorporates strong engineering principles and approach to design, fabrication, testing and implementation of engineering tasks and projects. REQUIREMENTS/SPECIFICATIONSEducation/Experience:
- BA/BS in Engineering (mechanical, electrical, civil, structural), Construction Management, Project Management, Facility Management, or other relevant discipline or the demonstrated equivalent combination of education and experience.
- A minimum of ten (10) years directly related professional experience
- A minimum of three (3) years of management experience.
Preferred Qualifications:
- Knowledge of mechanical, structural, civil and electrical design principles.
- Knowledge and understanding of Integrated Safety Management system and Project Management
- Minimum of four (4) years of professional experience in the DOE environment.
Other Requirements:
- Must possess basic knowledge and understanding of corporate policies, procedures, regulations, and requirements for 413.3B Program and Project Management for the Acquisition of Capital Assets and the implementing Guide 413.3-1. Must have a working knowledge of Earned Value Management Systems and familiarity with implementation documents from DOE such as the Earned Value Management System Interpretation Handbook.
- General knowledge of DOE, Federal government, and CHBWV plans, organizations, policies, operating, and accounting systems. Must be able to anticipate, identify, and resolve a wide variety of complex issues.
- Demonstrates knowledge of resources and capabilities of other departments/groups for appropriate incorporation into various projects.
- Must have strong written and oral communication skills to be able to effectively and efficiently communicate and interact with DOE. Must be able to prepare excellent written or verbal communications to develop, document, and clearly present project support concepts and detailed plans in a manner which gains acceptance from internal and external customers. Materials developed may be used by DOE to promote project information or concepts to DOE Headquarters and/or U.S. Congress.
- Must convey confidence, patience, and tact to communicate sensitive issues effectively, succinctly, and diplomatically to senior management, support staff, DOE counterparts, and the public.
- Demonstrate the ability to proactively identify potential problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.

MAJOR RESPONSIBILITIES/DUTIES/TASKS
Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations. Performs project coordination activities to ensure the EVM portions of the program run efficiently. Supports program teams in the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVM reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs. Instill a strong project management planning and implementation mentality by conducting all activities with the utmost attention to personnel/environmental safety, fiduciary responsibility, and contract delivery. Must implement the 413.3B Capital Asset requirements and associated EVMS guidelines requirements. Must converse with DOE, EFCOG, other sites in the complex, and other EVMS compliance organizations to maintain a good program/project management process at CHBWV Responsible for interfacing with local and headquarter DOE personnel on the issues of EVMS and Capital Assets projects. Responsible for implementing the General Manager's goals and objectives of EVMS. Work with Planning and Integration on annual and lifecycle budgets and development of manpower requirements with appropriate labor rates, and overhead allocations for DOE cost systems. Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies and procedures. Establish internal controls to ensure control and integrity of project data. Establish and maintain excellent relationships with DOE by understanding the customer's needs, communicating in an effective and timely manner, proactively resolving issues and responding to customer requests. Assure timely and appropriate support for project activities and operational needs by prioritizing needs and assignment of engineering resources based on these needs. Support work scopes designated as projects by implementing and adhering to principles of project engineering and project management, as defined in corporate and commercial standards. Maintains professional and technical knowledge by attending educational workshops/seminars; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices.
