Department Requesting Resource - Large-Scale Renewables Initiative - Tier 4 Programmatic need being met by this request - Seeking to hire a Project Manager to help coordinate and manage programmatic, administrative, and contract compliance documentation and tasks. Engage across the Authority and with external parties, as necessary, to ensure Tier 4 contract compliance. Where the work will be performed - Remote Location of Resource - Remote, resource should be located within NYS, ideally located within driving distance to NYSERDA's Albany office Is travel required for this position - 15% - mainly to NYSERDA's offices or other meeting locations Is any equipment required to be provided by the contractor or will be provided by NYSERDA for this position? - Contractor must provide cell phone, and reliable high-speed internet available while remote. NYSERDA will provide the laptop. Develops/formulates Deployment issues, problems and needs in at least one technical area. Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area. Has basic understanding of State energy/environmental economic development issues. Creativity in Project & Program Development - Has developed and managed projects with little specific direction. Develops new projects and co-funding sources with own initiative. Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative. Has provided ideas and rationale for program development in at least one technical area Organization Skills & Productivity - Has demonstrated ability to implement projects in a timely manner. Demonstrates the capability to manage all aspects of ongoing projects with no supervision. Is able to prioritize workload with other responsibilities. Effectively discharges general technical and project management assignments in a timely manner. Primary Responsibilities, and Minimum and Preferred Qualifications What skills are needed to be successful in this role? - Excellent written and verbal communication skills Significant experience developing tracking tools, organization and management of critical path and compliance documentation, and other deliverables Experience drafting minutes, agendas, and executive memos, as well as creating concise powerpoints Ability to multi-task, track and follow-up on action items and task progress, remove, mitigate and/or facilitate resolution to roadblocks Ability to work independently, be proactive and take initiative Ability to review, draft and interpret contracts Ability to manage budgets, expenditures and contracting processes Familiar with RFP development, bid processes, bid evaluation Experience in government or working with government, highly preferred Working knowledge of Microsoft Office including Word, PowerPoint, Excel, SharePoint Are there any specialized skills that must be present for the position to be successful? - PREFERRED: - MS Project, Visio - Familiar with Renewable Energy Credits - Familiar with developing and maintaining typical project management tools to monitor contract compliance (requirements matrix etc.) - Enterprise software - Experience with renewable energy - Experience with software development life cycle Are there any skills or tasks that the resource needs at start of engagement? Certifications and qualifications, including education/degree - B.S + 3-6 years of relevant experience, or MS + 2-3 years of relevant experience, mandatory Certified PMP, preferred IT systems that will be used - - MS Office Suite (Excel, Word, PowerPoint) - MS Project - SharePoint - Salesforce Tasks - 1. Prep, coordinate and attend monthly project (and other) meetings, develop draft minutes, monitor and update action items/tracking tools 2. Maintain document repositories, including records and permissions for SharePoint and Salesforce sites 3. Serve as a point of contract for internal and external stakeholders, escalating issues as needed 4. Work closely with other NYSERDA functional departments (energy analysis, legal, information technology, and finance) to implement contract actions 5. Prepare administrative materials as necessary to adhere with NYSERDA processes and policies, then monitor progress to completion 6. Draft internal and external process documentation, develop and maintain data gathering tools and templates, coordinate contractors as needed 7. Prepare briefing materials, talking points and participate in internal and external project meetings 8. Develop and monitor appropriate project metrics to identify risk and compliance 9. Generate charts, tables and tools as necessary to quickly convey project status to executives and others, internally and externally 10. Establish and maintain program budget tracking
