NON-COMPETITIVE MINIMUM QUALIFICATIONS:A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demandplanning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP). A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Duties Description The Office for People With Developmental Disabilities (OPWDD) Enterprise Project Management Office (EPMO) is seeking a Project Manager 2 to manage cross-divisional projects within the agency. Under the direction of a Project Manager 3, the incumbent will manage projects through the full project lifecycle and will be responsible for creating and maintaining project documentation. The Project Manager 2 will also develop detailed scope statements, develop project schedules, and coordinate project activities. This will be a collaborative role, working directly with other project and portfolio managers, as well as divisions across the organization. Duties and responsibilities include but are not limited to: Utilize industry best practices, techniques, and standards through the entire project life cycle. Perform risk management throughout the project lifecycle and escalate as appropriate. Manage communications to ensure all project stakeholders are informed on project needs, deliverables, and outcomes. Manage multiple agency-wide projects or components of projects. Manage divisional portfolios. Develop project charters in collaboration with project stakeholders. This includes identifying and clarifying the business need, define project goals, identify what is in and out of scope, critical success factors, project constraints, and deliverables. Coordinate, facilitate and/or participate in meetings. Prepare project meeting materials such as agendas and presentations. Develop and maintain workplans, timelines, communications plan, and project governance. Manage change management activities. Develop, maintain, and distribute project status reports. This may also include reporting out on project status to stakeholders. Manage and track tasks, milestones, and deliverables. Maintain project resource libraries. Plan and assist in transitioning project to operations. Assist in developing project management tools for the EMPO. Supervision and training of Project Manager 1's. Provide mentoring and guidance on project management to outside divisions as needed. Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices. Preferred Qualifications: Minimum 3 years of experience in project management. Strong understanding of project management principles and methodologies. Demonstrates experience in developing and utilizing project management tools and techniques. Demonstrates experience in managing multiple projects simultaneously to completion. Demonstrate the ability to manage multiple priorities.
