DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 2 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Level Description 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Certification in Project Management by a recognized project management organization or Scrum Master a plus. Job Description Project managers are the people in charge of a specific project or projects within a company. As the project manager, your job is to plan, budget, oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or be in charge of a team to get the job done. dditional job details and special considerations Job Description - The project manager will be working on E HR project. Duties will include the creation of all necessary project documentation such as business case workbooks, project charters and schedule, biennial operating plans and amendments, requirements gathering, coordination, reporting, planning, researching, coordinating and evaluating project management implementation, developing implementation plan, managing application/data migration efforts, assuring the use of best practices and standards, assisting in the coordination and optimization of HHSC operations and program functions and providing recommendations.. The project manager should act as liaison between business users and vendors to provide required information. Works under limited direction with extensive latitude for the use of initiative and independent judgment. Need to have EHR domain experience and good to have implementation experience. Good to have technical knowledge about databases, data migration etc. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 9 Required Experience in managing multiple projects. Experience in implementing E HR application or similar large application across large organizations. to include developing and managing project plans and documenting risks, issues, and contingency plans. 9 Required Knowledge of database like InterSystems Cache Database, Oracle, Microsoft SQL Server. Skill in using MS Project, EXCEL, Word, Visio, Jira and other project management tools. 9 Required bility to research, gather, assemble, correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues. 9 Required Skilled in effectively mapping business processes and identifying process improvements and skilled in planning and facilitating meetings and group problem solving. 9 Required Experience in EHR application domain, application migration, workflow analysis, design, development of SDLC artifacts, support using software engineering practices. 9 Required Experience developing and maintaining strong relationships with multiple project sponsors, vendors and stakeholders. Must possess strong communication, presentation skills and strong teamwork skills. 9 Required bility to appropriately summarize and escalate issues and develop and present weekly status updates (written and verbal) and conduct regular project team status meetings. 9 Required Experience in Communicating with all stakeholders, vendors, staff, team and leadership on day-to-day activities and also facilitate ownership and understand of project goals and objectives. 9 Required Responsible for day to day operational management of all activities and function in HSCHS area including building implementing, monitoring data, migration, program budget efforts. Providing technical advice and/or oversight to staff. 9 Required Strong interpersonal abilities to lead diverse teams and inspire high productivity and collaboration among team members. 9 Required Provide regular updates on the migration progress to all project stakeholders including immediate managers, leadership, system analysts. Use ticketing systems for information sharing and problem resolution. 9 Required Experience in managing application migration, data mapping, data cleaning efforts. 5 Preferred Prior experience with SaaS model EHR systems and cloud data migrations. 2 Preferred Experience with HHSC Federal State processes and documentation, project documentation such as business case workbooks and project charters. 2 Preferred PMP Certification 2 Preferred Familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components III. TERMS OF SERVICE Services are expected to start 09/09/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 4601 W Guadalupe Street, Austin, TX 78653. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS TERM OF SERVICE (Required) Services are expected to start on or around September 09, 2024, and are expected to be completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1984 hours for FY25. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. WORK HOURS AND LOCATION (Required) A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed. B) The primary work location will be 4601 W. Guadalupe Street, Austin, TX 78751. Position will be remote. Program will allow candidates who are within the United States. C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time. E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
