The Project Manager (Contruction) oversees the planning, execution, and completion of construction projects, ensuring projects meet standards, timelines, and budgets. This role is responsible for coordinating with various departments and external contractors to improve and expand public transit infrastructure, including bus stops, transit centers, maintenance facilities, and other assets. Essential Functions DISTINGUISHING CHARACTERISTICS: This is the first in a series of two project management classifications. Applies industry best practice project management methodologies to initiate, plan, implement, monitor and control, and close-out projects (typically less than $500,000). Applies various facilitation, team leadership, and conflict management techniques to create productive and results-oriented project teams. May specialize to support one or more operational or service divisions with unique project portfolios.
- Develop, implement, and monitor project plans, schedules, budgets, and risk management strategies for multiple construction and other projects.
- Coordinate projects from initiation through closing, including preparing project scopes, budgets, timelines, resource plans, and procurement processes.
- Oversee the activities of contractors, consultants, and agency staff involved in project implementation, ensuring compliance with contract specifications, safety regulations, and quality standards.
- Conduct site visits and inspections to assess project progress, identify potential issues, and ensure compliance with design and regulatory requirements.
- Lead project teams as assigned including scheduling and monitoring the production of required deliverables.
- Coordinate the development, implementation and evaluation of internal work processes, plans, systems and procedures to achieve project goals, objectives and performance measures.
- Assess project effectiveness and implement or suggest modifications as needed, including analyzing issues that may significantly impact the project. Prepare and present reports and develop action plans to manage necessary adjustments.
- Manage the project close-out process, including final inspections, punch lists, and the transition of completed facilities to operational departments.
- Monitor and control assigned Agency projects, budget, resources, team members, consultants and vendors; monitor progress, evaluate and accept work or products, verify charges and approve routine project change orders.
- Perform business analysis and recommend business solutions and alternatives for projects.
- Set and continually manage project expectations with team members and stakeholders. Delegate tasks and responsibilities to appropriate personnel.
- Identify risks and issues and confer with appropriate Agency personnel and contract project personnel to resolve them.
- Prepare a variety of complex narrative and statistical reports, proposals and recommendations, including project status reports for Federally grant-funded projects.
- Work as part of the Project Management Office (PMO) to develop and maintain Project Management standards, tools, processes and procedures, and institutionalize these throughout the Agency. Participate in continuous learning and education activities and share training with co-workers.
- Leads project teams as assigned including scheduling and monitoring the production of required deliverables.
- Coordinates the development, implementation and evaluation of work processes, plans, processes, systems and procedures to achieve project goals, objectives and performance measures.
- Evaluates the effectiveness of the project and makes or recommends modifications including analysis of matters having potentially significant impact on projects, preparing and presenting reports, and formulates courses of action needed to manage such modifications.
- Conducts post-project analysis to determine if goals were met and performance measures achieved.
- Prepare and deliver various types of presentations, including training and status reporting, to audiences at various levels of the Agency.

QualificationsMINIMUM QUALIFICATIONS
- Bachelor's Degree in Project Management, Construction Management, Business, Engineering, Information Management, or a related field and
- Three (3) years of increasingly responsible experience in project management. (*Depending upon position, experience with information systems or technology product development projects may be required.)
- Experience may be substituted for education on a year for year basis.
DESIRED QUALIFICATIONS
- Public sector experience desired.
- Management of federal and/or state grant funded projects.
- Experience with transit-related projects or municipal infrastructure projects.
- Federal, state, and local construction codes, safety standards, and environmental regulations, ADA and other accessibility requirements.
LICENSING, CERTIFICATIONS AND OTHER LEGAL REQUIREMENTS
