Job Type: Regular Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. On average, Plains handles more than 6 million barrels per day of crude oil and NGL in its Transportation segment. The company is headquartered in Houston, Texas. We are looking for highly-motivated individuals who enjoy working as part of a team in a dynamic and entrepreneurial work environment. Plains has an immediate opening for a Project Manager in our Houston, Texas, office. Reporting to the Manager, Engineering, you will oversee project management, project engineering, and construction completion in fulfillment of Plains' capital expansion program. Our ideal candidate is a technical professional who is proficient in project management and the engineering design process. Travel is expected and required (25%).   • Lead multiple projects and cross-functional project teams on large projects.
  • Establish and assure project quality standards.
  • Lead all aspects of the project management process, including scope development; cost and schedule; risk management; contingency planning; contracting strategy; contractor bid and award; procurement; construction; documentation; and close-out.
  • Actively manage contractor performance, adherence to Plains' engineering specifications, and minimization of change orders.
  • Provide mentorship and guidance in managing risks and change orders.
  • Mentor early career project engineers.
  • Collaborate with operating locations and teams across the organization in planning project execution; engage stakeholders.
  • Lead project reviews to ensure project execution plans are based upon sound engineering principles; ensure concepts, costs and time schedules are well developed, and projects will accomplish the stated objectives.
  • Provide engineering services to operating locations regarding technical matters relative to cost performance, economic evaluations, design of operating equipment, and layout.
  • Prepare, administrate, and monitor project budgets and schedules.
  • Initiate, review, and negotiate project change orders.
  • Oversee field implementation for assigned projects, as appropriate.
  • Resolve design and construction conflicts and drive project performance.
  • Develop and issue project reports as needed for both internal and external distribution.
  • Ensure the maintenance of detailed records of project activities.
Qualifications:
  • Bachelor's degree in engineering required and a minimum of 8 years' relevant work experience
  • Experience leading large projects and project teams
  • Proficient in project management with advanced knowledge of the engineering design process
  • Pipeline and terminal project or operational experience considered a strong asset
  • Ability to manage multiple projects under changing, intensive deadlines and achieve measurable results through consistent and repeatable processes
  • Aptitude for analyzing and solving complex problems
  • Skilled in identifying and resolving conflict in the early stages
  • Outstanding written and interpersonal communication skills
  • Excellent computer skills, including Microsoft Office Suite (Word, Excel, Access, Outlook, Teams) and industry applications; Visio experience an asset
  • Available to travel and complete site visits (up to 25%)
  • Cleared criminal history (background) check and satisfactory reference checks
  • Compliance with the company's Drug & Alcohol Policy including pre-employment testing
  • Valid state driver's license and driving record satisfactory to the company and its insurers
