Job Description:

The Project Manager, Environmental will work with the operations departments within the Property and Asset Management Division to manage projects from inception through close-out, for the proper identification and remediation of regulated materials such as asbestos and lead.In addition, this position will be responsible for managing consultant contracts, prepare status reports, site visit reports, and oversee a water management program for CHA properties. This position will be responsible for maintaining O&M manuals and other environmental records for CHA properties, entering work orders for mold or mildew removal and other environmental focused capital maintenance repair work.

DUTIES AND RESPONSIBILITIES

Examples of responsibility of this position may include, but not limited to:

  • Lead the development, implementation, and continual enhancement of the CHAs environmental programs for all owned properties.
  • Monitor and ensure compliance with the Chicago backflow prevention device inspection and testing program.
  • Identifies and leverages knowledge of environmental regulations, practices, and procedures to implement best practices for environmental programs with a focus on preventative activities.
  • Conduct and/or coordinate inspections and assessments with regulated environmental to assure compliance with regulatory requirements, identify opportunities for improvement, and provide recommendations based on findings.

  • Gather and maintain specified records of data, including environmental sampling, testing, operations and maintenance (O&M) manuals.
  • Working with qualified consultants, develop, distribute and monitor water management plans for each property.
  • Conduct and/or coordinate inspections and assessments with regulated environmental materials to assure compliance with regulatory requirements, identify opportunities for improvement, and provide recommendations based on findings.
  • Prepare internally or externally required reports; respond to agency requests; and verify compliance with EHS requirements. Prepare and submit timely reports and responses to informational requests.
  • Provide recommendations and ensure proper follow up and resolution of all concerns identified through assessments, inspections, monitoring activities or other means.
  • Provide training and information necessary to ensure responsible personnel are aware of CHA and governmental EHS regulations and requirements.
  • Facilitate a total team method to define each project scope, project goals and stake holder deliverables.
  • Manage the overall performance of all projects as relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation.
  • Maintain project deliverables using appropriate project control tools, monitor and report weekly projects and present progress, problems and recommended solutions.
  • Responsible for recording project performance and measuring variances from the contract documents and reporting on progress of the project to all stakeholders.
  • Responsible for holding weekly project meetings with consultants and various other stakeholders.
  • Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through CHAs internal systems.
  • Work independently and as part of a team to manage and coordinate day-to-day project related activities.
  • Perform other duties as assigned, consistent with the goals and objectives of this position.

QUALIFICATIONS

Graduation from an accredited college or university with a bachelors degree in environmental science, Occupational Health, Environmental Science, or related field, with a minimum 4 years of responsibility in a project manager role for environmental and or building maintenance programs. Preferably as a consultant or employee of public sector agencies with experience or knowledge of HUD lead free housing and other HUD or federal programs for multi-family properties.

This individual must possess excellent communication (written, verbal and interpersonal) and negotiation skills. Effective problem-solving skills along with excellent organizational and planning experience. Must be able to meet schedule and budget commitments in a dynamic environment. A working knowledge of federal, state and local housing regulations is preferred.

Must have a valid drivers license and be able to travel to project sites. Must have demonstrated ability to successfully manage multiple projects simultaneously.

Comprehensive knowledge and use of MS Office required, specifically excel and PowerPoint, Microsoft Project preferred. Minimum OSHA 30-Hour certification required or obtained within six (6) months of employment.

Salary range: $76,000 - $86,000
