Job Description:
POSITION: Project Manager, Harbor & Outfall Monitoring DIVISION: Operations DEPARTMENT: Environmental Quality UNION/GRADE: Unit 9/Grade 25 BASIC PURPOSE: Manages Boston Harbor and Boston-area river sampling, monitoring and laboratory testing performed by MWRA staff. Participates in planning, interpretation, and review of studies in Massachusetts Bay. Participates in review and assessment of water quality and related data for the rivers and harbor. SUPERVISION RECEIVED: Works under the general supervision of the Program Manager, Environmental Monitoring. SUPERVISION EXERCISED: Exercises supervision and directs work of contract employees and/or interns as required. ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Carries out the execution, and reporting of water quality monitoring programs in Boston Harbor and rivers as required by the National Pollutant Discharge Elimination System (NPDES) Permit and MWRA planning needs.
  • Coordinates MWRA monitoring projects in Boston Harbor, Massachusetts Bay, and the Charles, Alewife and Mystic Rivers, together with the Department of Laboratory Services, as required.
  • Collaborates with other MWRA departments to integrate environmental findings and operational issues, in order to optimize the environmental benefits of MWRA planning and operations.
  • Provides technical review of consultant-prepared reports.
  • Tracks consultant progress, including review of invoices and progress reports, and coordinates consultant work with other related project activities.
  • Assists in the preparation of annual budgets and schedules, and ensures compliance.
  • Drafts internal and external correspondence and reports of both technical and administrative nature.
  • Interacts with federal, state and local government and regulatory agencies such as United States Environmental Protection Agency (EPA) and Massachusetts Department of Environmental Protection (DEP) to ensure that MWRA monitoring is scientifically sound, cost-effective and relevant to MWRA projects.
  • Participates and interacts with public interest and environmental groups to communicate MWRA monitoring findings.
  • Makes policy recommendations for department presentation to the Director of Environmental Quality based on monitoring program findings.
  • Presents findings to scientific community and the general public.
SECONDARY DUTIES:
  • Performs other related duties as required.
MINIMUM QUALIFICATIONS: Education and Experience:
  • Knowledge of environmental/marine science principles and practices as normally attained through a Bachelor's degree in a science field. Master's degree in microbiology, marine ecology, oceanography, or related field is preferred; and
  • Demonstrated knowledge of environmental science/marine science as acquired through at least five (5) years of experience; or
  • Any equivalent combination of education or experience.
Necessary Knowledge, Skills and Abilities:
  • Demonstrated ability to gather, analyze and present technical information in a clear and understandable manner.
  • Demonstrated ability to lead a project team, and develop and maintain productive working relationships with external parties.
  • Strong analytical and computer skills, including proficiency with statistical analyses and graphical analyses (including parametric, non-parametric, multivariate and multivariable analyses), spreadsheets, word processing and database application programs. Programming skills preferred (python, R, Matlab or others). Experience with GIS preferred.
  • Ability to analyze and interpret scientific data.
  • Excellent interpersonal, oral and written communications skills.
SPECIAL REQUIREMENTS:
  • A valid Class D Massachusetts Motor Vehicle Operator License.
