We continue to support our partners' success by leveraging the right technology, with the right plan, and the right team to address tomorrow's challenges today.Project Manager III(2 openings)Crystal City , VA / remote National Capital AreaWe are seeking an experienced Project Manager III to lead and manage critical aspects of program execution within the HaC portfolio. This senior role involves overseeing cloud service provider (CSP) management, budget planning and preparation, cost estimation, financial management, cyber security support, and joint-use coordination. The ideal candidate will have extensive experience in program management, financial oversight, and coordination with various stakeholders, including the Intelligence Community (IC) and cloud service providers.Key Responsibilities:Program Execution Support:
  • Cloud Service Provider (CSP) Management:
    • Review and analyze vendor deliverables and performance, ensuring accuracy, quality, and timeliness.
    • Develop and compile CSP metrics for reporting to JWCC customers, DoD, Service leadership, and other stakeholders.
    • Draft, review, and update various documentation, including Quality Assurance Surveillance Plans (QASP) and Risk Management Plans.
    • Track and organize feedback on documents, facilitate feedback adjudication, and update documentation accordingly.
    • Prepare white papers and informational memoranda, presenting research findings to support decision-making.
  • Budget Planning and Preparation:
    • Prepare, review, and verify artifacts associated with the Planning, Programming, Budgeting, and Execution (PPBE) process.
    • Generate budget artifacts, including Congressional Briefings, White Papers, and Financial Spreadsheets.
    • Create detailed allocation requests and track budget execution, providing recommendations for adjustments to achieve performance goals.
    • Present budget information clearly to aid decision-makers in making informed choices.
  • Cost Estimation:
    • Prepare cost estimates and economic analyses for the HaC portfolio, including lifecycle cost estimates and Independent Government Cost Estimates.
    • Collaborate with technical experts to adjust cost assumptions and verify cost information.
    • Document all assumptions and provide cost inputs into acquisition documents.
  • Financial Management and Project Support:
    • Assist in preparing documentation for funding and project execution.
    • Track financial and project execution, preparing business reports for leadership.
    • Advise on financial trade-offs between different technical solutions as required.
  • Cyber Security Support:
    • Serve as the administrative point of contact for cyber security support.
    • Coordinate and track tasks related to cyber security efforts within the JWCC PMO.
    • Arrange meetings, conferences, and video-teleconferencing, including taking minutes and maintaining contact rosters.
    • Prepare and assist in developing briefings, presentations, and informational packages.
  • Joint Program Group (JPG) Support:
    • Collaborate with the Intelligence Community and JPG to establish agreements and ensure compliance with security requirements.
    • Prepare and review Memorandums of Agreement (MOA) and Letters of Intent (LOI) for sharing classified facilities.
    • Adjudicate comments on security documentation and coordinate approvals between IC, CSPs, and JWCC PMO.
Qualifications:
  • Bachelor's degree in Business Administration or a related field. Advanced degree preferred.
  • 5+ years of experience in project management with a focus on program execution, financial management, and cost estimation.
  • Active project management certification from the Project Management Institute (to include PMP, PMP-PBA, or any of the PMP specializations).
  • Active DoD Secret Clearance.
  • Proven track record in managing cloud service providers and handling budget planning and preparation.
  • Experience in cyber security support and coordination with Intelligence Community entities.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication and presentation skills, with the ability to draft and review high-quality documentation.
  • Ability to work collaboratively with diverse teams and stakeholders to achieve project goals.
Additional Requirements:
  • Knowledge of DoD acquisition regulations and policies.
  • Strong organizational skills and attention to detail.
  • Ability to handle multiple priorities and adapt to changing requirements.
