Job Description:

The purpose of this classification is to provide supervisory, administrative, and professional project management services involving the design, budgeting, bidding and implementation of construction activities for capital improvement projects and other assigned responsibilities. Demonstrates independent professional judgment, accountability, and decision making of considerable difficulty. Receives assignments in the form of broad instructions or general program objectives.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides in-depth professional and technical guidance to staff in all facets of construction and project management activities; provides oversight and serves as a resource to staff members; conducts or coordinates training; consults with staff to review work requirements, status of work, and problems; assists with complex/problem situations and provides technical expertise.

Responsible for direct administration of contracts including writing technical specifications, monitoring contract provisions and conducting site inspections.

Coordinates construction activities involving City engineering projects, construction projects, capital improvement projects, and contracted maintenance projects and initiatives. Coordinates future Capital Improvement Projects.

Coordinates construction activities with private/municipal engineers to ensure compliance with City, County and State regulatory specifications.

Performs construction management services for joint participation, outside agency, and/or state and federally funded projects.

Prepares grant applications and works closely with City staff and Grants Manager to administer grants, complete reports, and remain in compliance with all grant requirements.

Ensures adherence to established safety standards; follows safety procedures, utilizes safety equipment, and monitors work environment and use of safety equipment to ensure safety of employees and other individuals. Leads safety inspections.

Coordinates work activities of assigned projects; organizes and prioritizes project strategies; assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, troubleshoots complex/problem situations, and provides technical expertise.

Consults with Division Managers, City Engineer, Department Directors, and other officials to manage and review project activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates projects and work activities with those of other divisions, other departments, contractors, outside agencies, or others as needed.

Coordinates construction activities involving City engineering or utilities projects; oversees construction coordination staff and other personnel assigned to construction projects.

Performs feasibility studies to determine impacts on projects and programs.

Reviews engineering and architectural drawings; technical specifications; and cost estimates; performs constructability reviews; provides comments and input prior to bidding.

Prepares project budgets and schedules for completion.

Attends pre-construction meetings and construction progress meetings. Prepares written minutes and summaries. Inspects or supervises the inspection of construction and maintenance projects from pre-construction to final inspection.

Meets with consulting engineers, contractors and construction coordination personnel regarding any problems with construction safety and quality of work being performed.

Meets with utility representatives regarding utility installation, conflicts or relocation.

Meets with the general public, provides information and addresses concerns and complaints, attends public meetings.

Answers inquiries and provides information on projects and documentation.

Maintains and monitors contracts; maintains an accurate account of all construction costs, quantities used and percent of work completed; maintains a detailed record of work progression; organizes and coordinates project information and maintains accurate and complete files.

Reviews cost estimates at various stages of construction for validity and approval; approves payments to contractors and approves change orders. Prepares and presents reports on the status of projects.

Reviews as-builts; verifies and rechecks questionable as-built information. Administers consultant contracts for environmental monitoring, herbicide application, littoral zone plantings, and/or exotic plant removal.

Conducts periodic evaluations of contract services.

Assists in the preparation of grants applications to secure federal funding for development.

Researches and coordinates special projects.

Conducts safety inspections and safety seminars for employees.

Interprets, explains, and ensures project compliance with applicable City, State, and local codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as approved construction plans; researches codes, standards, technical manuals, or other resources as needed; and initiates any actions necessary to correct deviations or violations.

Ensures compliance of assigned projects with applicable regulatory and engineering standards, such as Department of Transportation, Florida Building Code, excavation permitting, environmental impact/sensitivity, stormwater management, or other guidelines; ensures work is completed in accordance with prescribed methods/procedures and with established project schedules.

Provides professional project management and contract management services in all facets of construction and project management activities; provides oversight and serves as a resource to staff members.

Oversees preparation of project plans and specifications for City construction; provides technical guidance to staff in development of plans and specifications.

Reviews project and program designs and/or drawings prior to bidding to resolve issues concerning project designs, property and field conditions, and Capital Improvement Program initiatives.

Supervises negotiation of services with contractors/consultants.

Reviews change orders for additional and/or unforeseen construction, maintenance, and repair needs.

Determines the most cost-effective and efficient methods for accomplishing maintenance and repair projects.

Develops project/program budgets and oversees accounting functions for construction projects; oversees preparation of cost estimates for capital projects; analyzes statistics and budgetary data; manages budget expenditures and encumbrances; assists contract administrator in preparing justifications for purchase order requisitions; reviews invoices and requests for payment as needed.

Coordinates or conducts special projects/assignments as needed.

Coordinates and participates on interdepartmental project teams to ensure successful project/program completion and consideration of cross-departmental project aspects, such as installation of irrigation lines/systems, modification of water and wastewater lines/systems, traffic diversion, or other activities.

Provides information, assistance and technical expertise concerning construction projects, requirements, and related issues to contractors, developers, and property owners; responds to questions, concerns, or complaints and initiates problem resolution; discusses problem areas with property owners, property managers, contractors, or other departments; provides technical assistance and consultation to other City departments.

Meets with citizen groups, community organizations, and interested entities concerning City projects as needed; conducts periodic public meetings to facilitate exchange of information, to inform/advise, or to gather information concerning construction projects. Responds to and interacts with the public concerning ongoing construction/project activities to address concerns and to ensure minimal disruption in work site areas.

Compiles or monitors various administrative/statistical data pertaining to division operations; performs research; makes applicable calculations; analyzes data and identifies trends; prepares/generates reports; maintains records.

Prepares or completes various forms, reports, correspondence, technical opinions, engineering plans, master plans, computations, budget documents, performance appraisals, or other documents.

Receives various forms, reports, correspondence, architectural plans, master plans, engineering plans, computations, budget documents, invoices, requests for payment, technical codes, ordinances, regulations, specifications, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, project management or other programs.

Operates a variety of equipment and tools associated with inspection activities, which may include a motor vehicle, radio communications equipment, projector, blueprint copier, drafting instruments, or general office equipment.

Communicates with supervisor, departmental director, employees, other departments, government agencies, engineers, architects, developers, contractors, property owners, the public, outside agencies, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Attends meetings and serves on committees as needed.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, or filing documentation.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

Bachelor's degree in a field related to Construction Management, Utilities, Public Works, Public Administration, or closely related field; and possession of Project Management Professional (PMP) certification or a valid Contractor's License; and seven (7) years of experience involving infrastructure systems, construction management, transportation, project management, budget administration. A Master's degree will be considered equivalent to one (1) year of experience; and two (2) years of supervisory experience over contractors, technicians, or similar staff. A Master's degree will be considered equivalent to one (1) year of experience. Must possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.

Or

Associate's degree in a field related to Construction Management, Utilities, Public Works, Public Administration, or closely related field; and possession of Project Management Professional (PMP) certification or a valid Contractor's License; and ten (10) years of experience involving infrastructure systems, construction management, transportation, project management, budget administration; and two (2) years of supervisory experience over contractors, technicians, or similar staff. Must possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.
