Salary: $87,256.46 - $123,645.25 Annually Location : Spokane, WA Job Type: Full-time Job Number: 2024-0021 Department: Planning and Development Opening Date: 04/23/2024 Purpose Performs project management of multiple airside and landside facilities improvement projects, including planning, environmental, design, construction and other public works projects. This role will also work strategically with Airport leadership and staff to define potential asset improvement projects. Major Responsibilities
  • Coordinates with stakeholders in the administration of construction contracts and conducts periodic on-site observation of work in progress to ensure contract compliance; provides cost estimates, budgets, and project schedules; ensures appropriate documents are prepared and monitors project budget to achieve successful project completion and/or grant compliance.
  • As a project manager, consults with various departments to determine project scope and requirements, gathers and prepares information regarding design, specification, materials, equipment, estimated costs, and timeline to achieve project completion.
  • Oversees and directs construction projects from conception, design to completion. Scopes projects in-depth to determine deliverables and budgets. Prepares internal and external reports pertaining to job status.
  • Reviews and recommends for approval the work of design teams during development of new construction and modernization projects.
  • Administers consultant contracts for project design development work, as well as participating in the selection process.
  • Coordinates with Airport Staff to define objectives, budgets and timelines.
  • Manages teams of consultants and contractors.
  • Implements quality construction standards and practices to ensure quality and safety.
  • Communicates with internal and external stakeholders on proposed and existing projects; meets with groups, technical committees and public agencies to explain and describe project plan, generates support and encourages participation by sharing project goals and purposes.
  • Conducts facility space planning, programming and design to maximize efficiency of multiple facilities, spaces, and personnel. Prepares building condition assessments and makes capital programming recommendations. Assists Director with communication of facilities maintenance needs to Airport leadership.
  • Evaluates condition of current facilities and make recommendations for enhancements. Provides estimates and plans for needed repairs and maintenance;
  • Develops conceptual architectural designs to optimize site utilization; prepares preliminary design drawings and renderings.
  • Manages multiple construction projects, associated budgets, and monitors construction activity. Manage and direct subcontractors. Coordinate, schedule and monitor the work of assigned project staff and consultants. Reads blueprints, drawings, and specifications. Maintains work and time records and makes reports.
  • Assists in the development of standards for selection of mechanical and electrical systems and components to be installed in buildings in order to minimize operational costs and maximize energy efficiency.
  • Performs other duties as assigned.
Qualifications Education/Experience:
  • A Bachelor's degree from an accredited college or university with a major in architecture, engineering, construction or facilities management, business administration, public administration, planning or related field of study with course work in the principles and practices of architectural/engineering design is required; and completion of at least five years of responsible employment in design and construction project management and budgeting.
  • A combination of education and experience may be considered in meeting the requirements of this position.
  • Previous experience managing FAA projects at a commercial service airport preferred.
  • Applicants must possess a valid driver's license, free of serious or frequent traffic violations.
Knowledge:
  • General and governmental facilities management principles, program methodologies, and procedures; of Capital Program procedures and practices with special emphasis on building and facilities construction methods and commonly used materials; of Federal and state laws, and local ordinances and code as they relate to all requirements of the job.
  • Project management methods and practices for planning, budgeting, scheduling, monitoring performance and evaluating results.
  • Conceptual architectural design; preparation of design drawings and renderings; facility space planning, programming and design; and building condition assessments.
Skill/Ability:
  • Deliver excellent internal and external customer service.
  • Generate preliminary design documents and interpret construction documents.
  • Understand and interpret plans, sketches, blueprints, oral, and written instructions.
  • Compile and maintain financial records, reports and various other forms of pertinent information in an organized and professional manner as mandated by regulations.
  • Effectively communicate both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports.
  • Maintain productive relationships with managers, co-workers, design and engineering consultants and contractors; and engage in problem-solving, team building and partnerships to accomplish the overall objectives of the department and Airport leadership.
  • Prepare clear, concise, and comprehensive written reports and provide explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
  • Maintain confidentiality and handle sensitive information appropriately.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines and changing priorities.
  • Prioritize a variety of tasks with little supervision and use good judgment.
  • Able to quickly learn and retain concepts that may be unfamiliar.
  • Be of good moral character and able to adhere to professional ethical standards of conduct as a public employee working in the public administration and operation of airports.
Physical Requirements:
  • Requires the ability to occasionally lift, carry, push and pull objects up to 30 pounds.
  • Job functions require sitting and standing for extended periods; walking intermittently; and also involve stooping, kneeling, bending, lifting, carrying, and reaching occasionally.
  • Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.
  • Ability to read fine print on plans and detect shades of color.
  • Ability to communicate verbally, in person, and by telephone.
  • Ability to continuously exchange information through listening and talking with customers, coworkers, and other individuals required.
  • Ability to be walk over rough terrain.

Supplemental Information WORKING CONTACTS WITH OTHERS (INTERNAL AND EXTERNAL): Regular contact with management, employees, tenants, vendors, government agency staff and the general public. WORKING CONDITIONS, TRAVEL, ENVIRONMENT AND POTENTIAL HAZARDS: Work is conducted primarily in an office setting, but includes regular visits to facilities and construction project locations. This position involves frequent attendance at internal and public meetings, including some that are conducted outside of regular work schedule, to include irregular hours. EQUIPMENT OPERATION REQUIRED: Motor vehicles, personal computer, radio communication equipment, calculator, copier, fax, and other assorted trade equipment. Spokane Airport provides a generous benefit package. Currently, we cover employee at 100% and dependents at 90% of the premium cost. We offer four plan choices for medical coverage (includes vision) through Kaiser Permanente. The Airport contributes to a Health Savings Account (HSA) for high deductible plans and a Health Reimbursement Account (HRA) for the other plans. Dental coverage is through MetLife. Additionally, the Airport provides life insurance at two times the annual salary. Optional life insurance is also available. Short term and long term disability is also provided by the Airport. Retirement is through the Washington State Department of Retirement System - PERS Plan. The Airport provides an employee assistance program through BHO. Parking is provided. The Airport recognizes 11 holidays. Vacation is earned at eight (8) hours a month for the first five (5) years and increases every five (5) years. Sick leave accrues at eight (8) hours a month.
