We are currently seeking a qualified candidate for the Project Manager Position. The ideal candidate will perform highly responsible work relating to the City's project management functions. This position involves infrastructure/utilities and civil engineering construction work including the planning, design, construction inspection, and maintenance of a variety of municipal or public works projects and facilities This involves advanced professional and administrative work related to the management of capital/construction/process implementation projects for the City. The incumbent will be under the general direction of the Public Services (PS) Deputy Director and Director and work closely with the Capital Improvement Program (CIP) and Grants Administrator. At times the incumbent may be called upon to assist with projects not directly involving right-of-way, utilities, or civil engineering. This will include, but not be limited to areas such as facilities and landscaping.   • Analyzes proposals; initiates and maintains capital project contracts
  • Leads the development and implementation of assigned projects according to defined goals and objectives
  • Identifies resources required to support the development and implementation of assigned projects
  • Coordinates the review of the work of vendors and consultants engaged in a variety of complex projects
  • Reviews consultants' plans and specifications and conducts meetings with consultants and contractors as necessary
  • Monitors project effectiveness and adherence to schedule, seeking to identify potential areas for improvement
  • Manages and monitors contracts for services and materials ensuring compliance with terms and provisions
  • Assists in the preparation of specifications and bid documents as needed
  • Works with Procurement Office to coordinate bid advertisements, pre-bid conferences, evaluating bids, and making recommendations for award of contract
  • Works in collaboration with the CIP and Grants Administrator to further the goals of the CIP
  • Issues Notice to Proceed to contractors
  • Assists in preparation of schedules and monitors construction progress
  • Reviews field inspection reports
  • Assists in the preparation of change orders
  • Maintain records of consultants/contractor payments
  • Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies
  • Prepares required paperwork for closing the project
  • Arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects
  • Communicates regularly with consultants, vendors, contractors, and citizens as required
  • Responds to and resolves difficult and often sensitive citizen inquiries and complaints that may arise related to assigned projects
  • Stays current with industry trends for assigned projects, including technology development, consumer trends, competitive trends and best practices impacting the overall performance of assigned projects
  • Performs special investigations, site analysis and feasibility studies as required and submits technical and management reports
  • Assists with the preparation of the budget for capital project expenditures
  • Drafts memoranda, letters, and other forms of correspondence; prepare various reports, presentations; and report/present findings to Public Services Director and Deputy Public Services Director
QualificationsWhat's required: (Minimum Requirements)
  • Bachelor's degree in civil engineering from an accredited college or university Additional qualifying experience may be substituted on a year-for-year basis for the required college education
  • Minimum of five (5) years in managing public works capital improvement programs, transportation engineering, and development planning
  • Possession of a valid driver's license with an overall good driving record is required. If the driver's license is out of state, must be able to obtain a Florida driver's license within thirty (30) days of the hire date
What's preferred: (Desired Requirements)
  • Eight (8) years in managing public works capital improvement programs, transportation engineering, and development planning
  • Florida registered Engineer-In-Training (E.I.T.) is strongly desired
  • Considerable knowledge of the principles and practices of civil engineering surveying, design, construction, operation of public works projects and facilities, and coastal work
