Job Description:
Job Duties:
  • Develop and maintain project plans and artifacts including scope, budget, schedule, resource, and communication plans using various PM methodologies (waterfall, agile, hybrid) and tools.
  • Develop and present executive level reports and metrics; provide support to ensure the program's strategic goals are met by coordinating interdependencies, managing expectations, conflicts, and resources among the projects.
  • Articulate project goals and scope, translate business needs into technical terms, and prepare detailed work breakdown structures, develop schedule in coordination with external and internal parties involved.
  • Coordinate work, ensure continuous communication with multiple teams from various internal and external parties including Agency representatives, ITS teams, Vendor, consultant staff throughout the project's lifecycle.
  • Ensure delivery of acceptable products to stakeholders and the project sponsor that are within budget, scope, time, and quality standards. Design and implement quality metrics to analyze project performance. Manage project across all phases including intake, analysis, planning, execution, implementation, and closeout. Ensure compliance with established standards and procedures.
  • Identify and monitor project risks and issues, develop mitigation plans and make adjustments as necessary for quality content and timely delivery of project deliverables.
  • Lead remote and on-site project meetings, prepare meeting agendas, meeting notes, conduct regular project progress and status meetings with project team, management, and other stakeholders.
  • Actively participate in change management activities impacting project scope, schedule and costs
  • Develop project communication plan. Monitors communication between project team and HESC staff. Participates in technical presentations for vendors, key stakeholders, etc.
  • Supervise or Mentor other Project Managers.
  • Report on-going progress to Project Director and escalate/resolve problems and identified risks as needed.
  • Other project related duties as assigned.
Job Qualifications: Bachelor's Degree 8 years of project management experience which must include Planning and at least one of the other management process groups: Initiating, Executing, Controlling, or Closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans AND completion of twenty-one contact hours of project management training within the last six years. Project Management Institute Certification or other equivalents Multi Year, Multi Phase project experience in a Govt. Setting highly desirable This guidance pertains to laptops that are purchased by our subcontracting partners for their resources (whether employees or contractors) who work on NYSTEC projects. Laptops That Are or Will be Managed by the Subcontracting Partner/Firm Minimum requirements:
  • I7 processor
  • 8GB RAM (16GB preferred)
  • Ethernet Port or Adapter
  • Windows 10 Enterprise
  • Complex password with at least 14 characters changed annually or in the event of a breach
  • Multi-factor authentication wherever available
  • Windows Defender Firewall Enabled
  • Full disk encryption
  • Antivirus
  • Enforced Windows Patching
  • Standard user account with no administrative rights
  • Laptops That Are or Will be Imaged & Managed by ITS
