Salary: See Position Description Location : Wilson, NC Job Type: Regular Full Time Job Number: 201800545 Department: Public Services/Engineering Opening Date: 07/24/2024 Job Summary/ScopeThe hiring range for this position is $73,972.92 (minimum salary) to $101,871.97 (midpoint of range) dependent upon qualifications. This position is part of the Public Works- Engineering Division and is primarily responsible for providing project management skills and principles in conjunction with the planning, design and construction of infrastructure improvement projects usually associated with capital projects and grant funding programs. This position is involved in managing engineering consultants that perform planning, design and construction administration of projects. This position will be responsible for managing multiple active projects of varying scope, complexity, and budget. Project budgets can range from $100,000 to over $5 million. Job ResponsibilitiesMajor Duties
  • Position devoted to providing oversight and management of multiple, complex, and high-profile design and construction projects for City facilities and major maintenance. projects.
  • Oversee the entire project lifecycle which may include land acquisition, design, construction, and close-out.
  • Responsible for managing design consultants, general contractors, and other consultants; ensuring that projects meet deliverables and specifications.
  • Develop and maintaining project records including documenting all issues, managing, and tracking schedules and budgets; reviewing project documents and construction activities; identifying and managing risk issues, reporting unresolved issues to upper management; preparing reports and agenda items for the City council; making presentations; reviewing payment requests
  • Participate in project planning and budgeting.
  • Plans, schedules, conducts, and coordinates detailed phases of moderate to complex engineering projects or processes.
  • Assists Civil Engineers and City Engineer with analysis of infrastructure system, plan review, and coordination of projects.
  • Perform routine public works site inspections as needed.
  • Assists the general public with concerns regarding Public Works related projects.
  • Prepares and maintains reports and filing systems of both digital and hard copy data.
  • Assists with the preparation, submission, and administration of State and Federal grants for various infrastructure projects.
  • Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
  • Management of complex capital improvement projects based on City and client needs and expectations; prepares project charters, develops project schedules and budgets, conducts bid openings, develops request for proposals, negotiates contracts, leads project meetings, coordinates design for in-house projects or oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures.
  • Performs other related duties as assigned.
Minimum QualificationsEducation/Experience Requirements
  • Bachelor's degree and three years of experience or equivalent combination.
  • PMP certification or similar is preferred
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Knowledge Requirements Knowledge of city and department policies and procedures.
  • Knowledge of the principles and theories of civil engineering, including hydrology, hydraulics, wastewater collection, drinking water distribution, and land development.
  • Knowledge of geographic information system or Auto CAD principles and practices.
  • Knowledge of applicable laws and regulations.
  • Knowledge of local codes and ordinances. Knowledge of accounting practices and budget preparation.
  • Knowledge of methods and techniques used in the construction cost estimation of public works projects.
  • Skill in planning, organizing, and prioritizing work.
  • Skill in performing mathematical computations.
  • Skill in the use of general office equipment, including a computer, calculator, and copier.
  • Skill in Microsoft Office applications
  • Skill in oral and written communication both internally and with the public.
Additional Preferred Skills
  • Three or more years of managing municipal or public capital improvement projects
  • Ability to demonstrate understanding of local government administration, finance, and procurement.
  • Ability to demonstrate understanding of grant administration and management.
  • Ability to demonstrate MS Office (Word, Excel, PowerPoint, Outlook) and Adobe software proficiency.
Work Environment/Physical Demands The work is typically performed while sitting at a desk or table or while standing or walking. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color. The work is typically performed in an office and at field sites where the employee may be exposed to inclement weather.
