Salary : $60,227.92 - $99,376.07 Annually Location : County of Culpeper, VA Job Type: Full Time Job Number: 4210-2024-1030 Department: Environmental Services Division: Water/Waterwater Opening Date: 10/30/2024 Closing Date: Continuous FLSA: Non-Exempt Job Summary Responsible for serving as the Crew Leader and Project Manager for complex construction, maintenance, renovation, and repair projects associated with water and sewer utilities. Some projects are completed with in-house staff, others are subcontracted. The Project Manager plans, supervises, and participates in the full range of trade related activities, leads a work crew and/or supervises contractors. Experience maintaining water or sewer utility equipment preferable. Job FunctionsESSENTIAL JOB FUNCTIONS
  • Develops work plans to execute projects
  • Plans, directs, supervises, and coordinates the work of subordinate skilled and semi-skilled trades workers and maintenance staff to complete a project
  • Performs and directs complex level trade work
  • Provides maintenance/ repairs of various equipment such as, electrical, plumbing, controls, skid steer, tractor, UTVs, etc.
  • Prepares formal and informal labor and material estimates for a project
  • Orders equipment, tools, parts, and supplies for a project
  • Supervises contractors
  • Schedules activities to complete a project
  • Ensures that all work associated with a project complies with building codes, fire/safety codes, and other applicable codes; ensures compliance with all applicable laws, rules, regulations, standards, policies, and procedures
  • Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of workers and other individuals associate with a project; initiates any actions necessary to correct deviations or violations
  • Trains, coaches, and mentors subordinates
  • Coordinates all emergency response activities related to the water sewer system
  • Performs and has a thorough understanding of a variety of trade-related tasks such as, plumbing, electrical high and low voltage, pump stations, water distribution system, construction, and repairs of buildings, etc.

    • Advanced knowledge of the methods, materials, tools, and equipment used in general building maintenance, mechanical systems, electrical systems, and carpentry
    • Ability to effectively oversee work of outside contractors, and to monitor the status and quality of projects and work activities contracted to outside service providers
    • Ability to instruct, motivate and train subordinates in all phases of work
    • Ability to establish and maintain effective working relationships with customers, partners, contractors, peers, subordinates, and superiors
    • Ability to enforce safety and other regulations
    • Ability to estimate project costs and scheduling parameters
    • Ability to communicate effectively, both orally and in writing

    Minimum Qualifications & Experience Education and experience equivalent to an associate degree in facilities management, project management, electrical, or other related field; supplemented with 3 years of experience. Supervisory Responsibilities One year of experience at a supervisory level OR completion of an approved supervisory development program. Special Requirements Must obtain satisfactory results of a criminal history background. Safety Training Requirements OSHA Industrial including lock out tag out procedures, confined space entry. Supervisory Responsibilities Leads a skilled and semi-skilled work crew to complete specific Projects and supervises Contractors. Working Conditions & DisclaimerWorking Conditions Work is normally performed in and around various county buildings. Must be able to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to lift, carry, push, pull or otherwise move objects. May work on rough or uneven surfaces, and confined spaces. May be required to work after hours, weekends and on call. Must be able to perceive and discriminate depths, odors and colors. Tasks may risk exposure to chemicals, odors, machinery, wetness, dust, fumes, dirt, vibrations, electricity, driving and confined spaces. COUNTY OF CULPEPER BENEFITS There are a wide variety of benefits available to full time employees. RETIREMENT As a condition of full time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan. All individuals, as a condition of employment, are required to contribute 5% of their gross salary into their retirement account each month. LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee's annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit. MEDICAL INSURANCE The County provides 2 medical plans that are offered through Anthem; HMO & HSA. Both provide various benefits to meet anyone's needs. Health Keepers (HMO) Lumenos HSA (PPO) DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents. HOLIDAY/VACATION/SICK ACCRUALS The County offers 13 paid holidays per year. Vacation and sick accrual depend on the agency, office or department in which an individual is employed. PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases. SHORT TERM DISABILITY The County offers basic income protection through Anthem in the event an employee is unable to perform the essential functions of his or her position. Employees are paid 60% of their gross salary up to 76 days after a 14 calendar day waiting period is met. There is a 7 day waiting period for employees who are covered under the VRS Hybrid plan. LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. Employees are paid 50% of their monthly salary. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan. VOLUNTARY INSURANCE PROGRAM The County offers voluntary insurance programs through a variety of insurance carriers. These include: Personal Accident Indemnity Plan Cancer Plan Whole Life Insurance Critical Illness Plans FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental or vision expenses not covered by the benefit plans. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually. DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually. DEFERRED COMPENSATION The County offers a 457 through Nationwide as another alternative to set aside money for retirement. WELLNESS PROGRAMS All eligible employees and their dependents are able to receive a flu shot each year.
