The Project Manager will be responsible for overseeing and coordinating substation and transmission line projects. This role involves managing all aspects related to cost estimation, property acquisition, material procurement, permitting, construction, testing, and commissioning, using both internal and external resources. The primary goal is to ensure projects are completed on time, within budget, and in compliance with design and construction specifications, as well as regulatory requirements. This position reports directly to the Director of Construction.
Responsibilities:
- Manage all transmission and substation projects from initial concept to energization, including engineering, bidding, negotiations, financial forecasting, procurement, construction, and commissioning.
- Lead new project development efforts, including site selection, layout, design, and facility configuration based on project needs and goals.
- Create detailed cost estimates and project schedules to secure funding.
- Secure necessary property, easements, permits, and agreements for all new projects.
- Support regulatory processes and filings.
- Develop contracting strategies for engineering, procurement, and construction services aligned with project goals and risk profiles (e.g., lump-sum EPC or tailored contracts).
- Prepare comprehensive bid packages to minimize risks and potential delays or cost overruns.
- Review proposals and make award recommendations to the executive team.
- Anticipate and address potential project delays or budget overruns, developing and implementing corrective action plans.
- Review design packages to ensure adherence to specifications for design, procurement, and construction.
- Review and negotiate change orders.
- Mentor internal staff, manage teams, and maintain strong relationships with contractors and vendors while staying informed of market and industry advancements.
- Lead efforts to revise design and construction specifications as needed.
- Secure necessary outages for project execution.
- Oversee and approve invoicing related to capital projects.
- Lead monthly project update meetings.
- Manage project schedules, budgets, resources, and technical objectives to meet project outcomes.
- Ensure compliance with Health, Safety, Security, and Environmental standards and policies.
- Occasional travel to project sites to review progress.
- Oversee project transitions from construction to operations.
- Provide detailed reporting on a weekly, monthly, and quarterly basis to various stakeholders.
Essential Knowledge & Skills/Education:
- Bachelor's degree in construction or engineering-related field.
- Minimum of 5 years of combined experience in engineering design, project management, material procurement, and construction of large-scale high-voltage transmission line and substation projects.
- In-depth knowledge of industry design and construction standards for 138 kV and 345 kV transmission and substation projects.
- Familiarity with NESC, NEC, IEEE, AISC, ACI, and OSHA standards.
- Strong planning, scheduling, and prioritization skills based on project and company needs.
- Ability to collaborate with developers and interconnection stakeholders.
- Extensive experience working with industry consultants, contractors, and material providers.
- Experience negotiating and managing EPC contracts for transmission and station projects.
- Self-motivated with the ability to work effectively with minimal supervision.
- Ability to manage shifting priorities across multiple projects.
- Strong business acumen and sound decision-making abilities.
