JOB DESCRIPTION:
The ideal candidate (will be expected to be) an experienced Project Manager to directly support the Department of Defense (DoD) in modernizing the U.S. hypersonic test and evaluation infrastructure. In this role, you will lead the planning, coordination, and execution of complex projects to upgrade critical test facilities and capabilities. This is a leadership role within an established project management team, providing an exciting opportunity to play a significant part in enabling the DoD's hypersonic development efforts.
DESIRED SKILLS & REQUIREMENTS:
• Experience or familiarity with DoD acquisition program Test and Evaluation (T&E), test ranges, ground testing, hypersonic wind tunnels, or other T&E infrastructure.
• Experience as a SETA team member evaluating the technical performance of Government contractors.
• Interest in learning about hypersonic test and evaluation concepts and infrastructure.
• TS/SCI eligible
MINIMUM SKILLS & REQUIREMENTS:
• Bachelor's Degree and 8+ years of experience in project management, with at least 3 in a senior or lead project manager role.
• Demonstrated experience as a project manager accountable for cost, schedule, and performance metrics.
• Demonstrated experience leading, managing, and prioritizing cross-functional project execution teams across multiple simultaneous projects.
• Demonstrated experience actively managing risks, issues, and opportunities, while maintaining strong relationships with customers and contractors.
• Experience using Earned Value Management (EVM) methodologies for project performance measurement and control.
• Excellent written and verbal communication skills with experience writing reports and presenting briefings to communicate, status, concerns, and risks to senior leadership.
• Experience translating and communicating engineering feedback and concerns to performers and stakeholders.
• Experience with Government contracting.
• Familiarity with the structure of the U.S. DoD and Military Services.
• Familiarity with Mechanical, Electrical, and Plumbing (MEP) systems such as; electrical power distribution, high pressure air generation and storage, compressors, boilers, steam generation, industrial heaters (electrical, natural gas, methane, hydrogen, or other), instrumentation and control systems for industrial processes, buildings for industrial use, water cooling for industrial equipment (pumps, heat exchangers, etc.), hydraulic systems, gas process handling equipment (valves, piping, regulators, instrumentation), reliability and availability best practices, operations and maintenance.
• A strong desire to learn and problem-solve.
• Organized, detail-orientated, and able to multi-task.
• Self-driven and able to work without direct supervision.
• The ability to effectively direct work in a matrixed team environment.

• The employee is expected to be based in the national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia; however, some telework is available.
• Project Management Professional (PMP) certification, or equivalent.
• Currently hold a secret security clearance.
KEY RESPONSIBILITIES:
• Manage cost, schedule, and performance of multiple simultaneous infrastructure upgrade projects
• Lead cross-functional teams including engineers, contractors, and stakeholders
• Identify and proactively manage project risks, issues, and opportunities
• Utilize earned value management methods to track project performance
• Communicate project status, concerns, and risks to senior leadership
• Translate technical feedback between performers and stakeholders
PRIMARY DUTIES & RESPONSIBILITIES:
This is a newly established effort and as a founding member, the ideal candidate would be excited to play a significant role in creating the team that enables program success.
Under the direction of the Project Lead, the Project Manager will:
• Direct the day-to-day project execution on behalf of the Government project office.
• Execute projects to achieve cost, schedule, and performance goals in accordance with contract requirements, direction of the Project Management Office (PMO) / Contract Officer Representative (COR), project office leadership, and TRMC policy.
• Lead the planning, coordination, tailoring and drafting of the Acquisition Strategy, Project Management Plan (PMP), project Statement of Work (SOW), project office Work Breakdown Schedule (WBS), project office Integrated Master Plan (IMP), and project office Integrated Master Schedule (IMS), and Independent Government Cost Estimate (IGCE) with the Project Lead, Lead Systems Engineer, Chief Engineer, Contract Specialist, and Financial Manager for each new-start.
• Coordinate with the Contracting Office during pre-award activities to ensure awareness and proper planning for proposal reviews and the creation of affordable and effective contract agreements.
• Coordinate, plan, and prioritize upcoming tasks and deadlines with the Chief Engineer and Action Officer using the project office Integrated Master Schedule (IMS) and other task tracking software.
• Maintain complete awareness of project statuses and risks across the portfolio and ensure that issues and challenges are anticipated, escalated, and effectively communicated to the Project Lead and/or COR as necessary.
• Serve as the primary point of contact (along with the Government COR) with each project performer.
• Establish and maintain good relationships with the performer's execution team and work to resolve conflicts early and positively.
• Own project-level Risk, Issue, and Opportunity (RIO) Management, including planning, identification, analysis, control, and monitoring across the project life cycle.
• Work with the Systems Engineer to prepare briefings, including performer RIO status and burn-down plans to present to the project office Risk Management Board (RMB).
• Work with the Systems Engineer to prepare reports to the Risk Acceptance Authority for decision-making.
• Monitor, assess, and report on performer adherence to contract requirements throughout pre-award, requirements development, design, construction, commissioning, and operations for Test and Evaluation infrastructure projects.
• Lead the project team to collect, track, analyze, review, transform, disseminate, visualize, configuration manage, and control proposals, briefings, Engineering Change Proposals (ECPs), contract deliverables, contract data, baselines, and technical documents such as the Systems Engineering Management Plan (SEMP), Contract Work Breakdown Structure (CWBS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Test and Evaluation Master Plan (TEMP) / commissioning plan, Life Cycle Sustainment Plan (LCSP), Program Protection Plan (PPP), and others.
• Coordinate and attend all performer driven project review meetings such as the Integrated Baseline Review (IBR), monthly project status meetings, technical design meetings such as the Preliminary Design Review (PDR), Critical Design Review (CDR), and Technical Interchange Meetings (TIMs).
• Coordinate, organize, and attend all PMO directed Project Management Reviews (PMRs), milestone reviews, and other management review meetings.
• Work closely in a team of discipline engineers (systems, aerospace, mechanical, electrical, system safety) and project managers (financial, contracts, project controls) to achieve positive project outcomes.
• Communicate effectively with stakeholders and leadership.
• Prepare, collate, and disseminate briefings and summary reports for the Project Lead and the Government COR and PMO for decision-making.
• Prepare, collate, and disseminate meeting minutes for all project meetings. Generate, track, and follow up on all action items.
• Prepare, collate, and disseminate monthly status reports for each project.
• Assist the Financial Manager with the documentation and dissemination of spend plans, the obligation, allocation and distribution of funds, and the tracking of costs.
• Contribute to the long-term planning for the project office.
• Contributes to the project office knowledge management repository to document lessons learned, insights, and best practices.
• Adhere to DoD/TRMC records management requirements.
• Follow administrative and sensitive data protection guidelines.
• Travel approximately 20% of the year (~10 non-consecutive weeks) to performer worksites and offices to observe design, construction, commissioning, and operations activities, and participate in reviews and meetings.
