About the Agency:
The Virginia Department of Military Affairs is a Commonwealth of Virginia state agency that provides professional and responsive support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
Purpose of Position:
Responsible for the planning, design, procurement, and management of professional services, capital and non-capital outlay maintenance and repair, renovation and construction, in-house and troop projects for the Maneuver Training Center (MTC), Fort Barfoot and Camp Pendleton, Virginia Beach.
Job Duties:
40% - Manages M&R, construction, and renovation projects performed by contract, in-house, troop, and resources.
30% - Researches, develops, and designs contract M&R construction projects, service contracts, in-house and troop projects. Visits/Inspects work site to determine scope of work.
15% - Monitors contract, in house, troop, and work process.
10% - Procures M&R and construction goods and services.
5% - Responsible for the installation's As-Built archive and E.P.&S. Branch equipment. Completes required annual training. Performs other duties as assigned.
Minimum Qualifications
Must have prior experience as Project Manager;
Knowledge of construction practices and procedures; construction design and specifications; types and uses of construction materials;
Ability to plan and direct maintenance and repair, renovation, and minor construction projects;
Knowledge of the CPSM and the ASPSM, procurement of professional and non-professional services, and project management to include technical supervision, bidding procedures, cost estimates, and payments to contractors;
Ability to communicate effectively both verbally and in writing;
Ability to analyze technical problems and make necessary corrections;
Ability to apply departmental programs, policies, and applicable state and federal regulations sufficient to implement and present to public officials, the general public, and private sector;
Ability to communicate with both internal and external contacts;
Ability to use specialized engineering equipment, computers, plotters, automated design software, and general office equipment;
Must be able to climb ladders, lift 50 pounds, inspect structural integrity of foundations, roofs, and buildings, working in a variety of weather and environmental conditions, often in confined spaces;
Valid Driver's License with an acceptable driving record required.
Additional Considerations
Virginia Construction Contracting Officer (VCCO) Certification preferred.
