Under general supervision, performs daily work assignments for the Engineering Division of the Utilities Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority. Recruitment QualificationsRequired:
  • Bachelor's degree in Civil Engineering or a related field;
  • Five (5) years of project management experience;
  • Experience in civil engineering design and construction;
  • Valid New Mexico Driver's License, or the ability to obtain within 60 days, with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered);
  • Or any equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities.
Essential Duties
  • Acts as the Owner's agent for the City in structural and infrastructural improvement or maintenance programs and is responsible for bringing projects to completion with an emphasis on quality, schedule, and cost control;
  • Serves as the point of contact for contractors, stakeholders, and citizens on assigned City projects;
  • Assembles, coordinates, and manages multidisciplinary technical review teams made up of professional staff from other City departments, other governmental jurisdictions and agencies, private contractors, developers, and utilities;
  • Troubleshoots problems associated with developing complex systems, procedures, and operations; coordinates and develops design, construction, and entity operations for water, sewer, street, utility, transportation, public facilities and parks projects;
  • Provides highly skilled technical and management advice and assistance to City departments and personnel;
  • Provides information to appropriate stakeholders pertaining to all aspects of projects in both the planning, design, and construction/implementation phases;
  • Coordinates activities with City public information personnel and relays public concerns to appropriate officials; may be responsible for writing print-ready public service announcements;
  • Chairs various project review and pre-submittal meetings;
  • Establishes and maintains liaison as required with boards, committees, and commissions;
  • Assists in the development of division plans, goals, objectives, and policies and procedures;
  • Assists other City departments in the planning and placement of facilities;
  • Coordinates schedules of staff and other interested parties;
  • Maintains knowledge of programs for which Engineering is responsible;
  • Assists in expediting the division's mission to respond to development proposals and further the issuance of City approvals for various land use certifications, when needed;
  • Advises outside agency stakeholders of the City's priorities and mission;
  • Manages project and program budgets within the City's accounting system;
  • Manages grant funds within funding agency guidelines;
  • Manages procurement processes within city, state, and federal guidelines;
  • Works with other departments, outside agencies, and property owners for right-of-way acquisitions;
  • Conducts research and manages the incorporation of easements into infrastructure projects;
  • Safely operates a motor vehicle;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable state or federal authority.
OTHER IMPORTANT DUTIES
  • Reports to City Commission, as required;
  • Duties may be performed outside of normal working hours on occasion;
  • Some out-of-area travel may be required;
  • Must obtain and maintain required license(s);
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:
  • Technical and administrative aspects of all phases of project management including management of information systems used to develop construction projects, plan, review, and project budgeting;
  • Tactical planning and effective techniques to facilitate, communicate, organize and schedule project work in a multidisciplinary environment;
  • Codes, guidelines, and regulations applicable to a variety of civil engineering and construction projects including job-related O.S.H.A requirements;
  • Regulations and requirements of the Americans with Disabilities Act (ADA) as it relates to facility accessibility;
  • All federal, state, and local regulations for rights-of-way;
  • City of Alamogordo Ordinances, City-wide and Departmental Policies and Procedures and, and any applicable laws regulated by an outside authority; and
  • Floodplain management.
Skill/Ability to:
  • Demonstrate proficiency in both oral and written communication; understand and follow instructions;
  • Perform tasks and other daily activities in a positive and professional manner alongside employees of varied backgrounds and personalities;
  • Attend work, as scheduled and on a regular basis, to effectively perform the position's essential duties and responsibilities;
  • Exercise common sense and good judgment in the performance of essential duties;
  • Establish and maintain effective working relationships with regulating agencies, engineers, architects, surveyors, cultural experts, builders, contractors and other such professionals, the public, elected and appointed officials, and City staff at all levels;
  • Operate a computer using standard word processing, spreadsheet, database, presentation programs, accounting and purchase order systems, and any other software and/or hardware used by the division;
  • Read and interpret detailed blueprints, plans, plats, maps, charts, and digital communications;
  • Understand and apply related federal, state, and city regulations;
  • Maintain accurate legible records, prepare technical reports and diagrams, status reports, and other written documents and/or correspondence, as needed;
  • Maintain professionalism under pressure;
  • Manage simultaneous tasks and projects, and meet multiple deadlines; and
  • Professionally and tactfully resolve problems among a project's interested parties should they arise.
Work Environment
  • Work is generally performed in a typical office environment, which may include temporary construction offices;
  • Position may also include on-site work at various locations and facilities where hazards may exist involving exposure to all phases of construction, traffic, hazardous materials, weather conditions, noise, debris, dust, undeveloped and uneven terrain, and other obstacles and hazards.
  • Occasionally works near moving mechanical parts and in precarious places;
  • The noise level in the work environment is usually quiet in the office and moderate to loud in the field;
  • Lift and/or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds require the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight;
  • Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, marked by the manufacturer, with a minimum standard of M/F I/75/C75, 6 ankle height work boots, per current ASTM standard.
PAYPay range is based on position.INSURANCE BENEFITS
  • Medical and Dental coverage are paid 60% by the employer and 40% by the employee.
  • A $50,000 life insurance policy is provided at no cost to the employee.
  • Vision and Disability coverage are available at 100% of the cost being paid by the employee.

RETIREMENTThe City of Alamogordo participates in the New Mexico Public Employees Retirement Association (PERA). The following information pertains to a member of the PERA plan on or after July 1, 2013 (Tier 2): PERA Retirement Plan Tier 2
  • 85 or age 65 with five (5) years of service
  • Five (5) year vesting period
  • 90% pension maximum (2% pension factor)
  • Five (5) year final average salary calculation
  • Employee contribution equals 7.55% pre-tax
  • Employer total contribution equals 15.90%
  • Retiree health, NM plan, requires a 1% employee contribution
