MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate.Bachelor's Degree in Administration, Engineering Technology, or related field.2-3 years of supervisory construction2-3 years with project management, project planning, permitting, scheduling construction. Project Management Certification. Valid Driver's License required (subject to motor record review).JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVESImproves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.Oversees the supervision of personnel, as maybe assigned, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.Develop measurable performance expectations for assigned staff according to department goals and objectives.Analyzes and resolves work problems. Initiates or suggests plans to motivate personnel to achieve work goals.Assigns daily duties for staff and evaluates performance of personnel. Follows up on status and projects of jobs.Achieves financial objectives by preparing and administering project budgets, presenting and justifying budget recommendations to appropriate personnel.Establishes, implements, and communicates goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.Provides support and recommendations in the development, implementation, and scheduling of projects.Manages project status reports from preliminary phase to implementation and execution.Documents and tracks all development and change requests for projects. Monitors and maintains project schedules and implementations.Ensures precise follow-up dates, proactively utilizing staff and resources as needed and confirms actions taken.Hosts regular meetings to ensure communication between personnel and program related activities.Coordinates electric construction activities with Owner(s), NTUA, and key stake holders with objective of delivering services safely, reliably, effectively, efficiently and within stated timelines.Approaches all assignments and duties proactively with safety-first obligation.Directly tracks and manages all phases of electric projects, including preliminary review, customer intake, design and engineering, customer commitment, right-of-way, pre-construction, construction, post-construction, activation, and closeout.Communicates effectively with customers, staff, supervisors, elected officials, and community members, including expectations, objectives, safety, conflict resolution, scheduling, reporting, emergency response, budgeting, project status, and escalation.Meets timelines, budget, and objectives required of project and company.Tracks and reports job performance. Establishes benchmarks, measures key performance indicators, and improves operations towards industry standards.Develops and updates quarterly and annual construction schedule. Forecasts materials, equipment, and labor requirements.Establishes expertise in construction methods, design methods, survey methods, project management methods, rights-of-way, and NTUA policy, standards, and specifications.May create requests for proposals, reviews and oversees selection process.Prepares risk assessments and mitigation planning.Oversees and manages vendors.Keeps leadership and other departments informed of the status of program activities by attending meetings and submitting reports.Oversees special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.Performs other duties as assigned.Navajo Preference Navajo Veteran Preference This institution is an equal opportunity provider and employer
