POSITION OVERVIEW
This Disaster Recovery Dislocated Worker grant-supported position is funded by the Port of Baltimore Dislocated Worker grant allocation, with funding available through 2026. MOED's programs will serve residents citywide and prioritize disadvantaged workers who are of the 8,000 workers impacted by the Key Bridge collapse and closure of the Port of Baltimore, an estimated 60% are residents of Baltimore City. In the three days immediately following the collapse, over 400 new unemployment claims were filed, and over 1,000 more people called for information about filing unemployment claims. While additional data is pending, it seems clear that unemployment claims will continue to increase and impacts from the collapse to ripple out into the community. These funds will provide case management, barrier removal, supportive services, and skills training to workers dislocated by the disaster, as well as offer occupational skills training to prepare workers to assist with disaster recovery efforts and, eventually, the reconstruction of the bridge.
The Project Manager will coordinate and monitor all components of the Disaster Recovery Dislocated Worker Grant-supported strategy, including fiscal, programmatic, and reporting activities. They will report to the Assistant Director, Chief of Adult Services/ Sr. Workforce Manager, and work closely with MOED senior managers who directly supervise Disaster Recovery Dislocated Worker staff and agency staff to ensure that all programs are efficiently and effectively implemented.
The ideal candidate will have sharp attention to detail, expert communication skills, experience in project management, experience in workforce development or other related fields, and a passion for serving Baltimore City's residents. They will also have experience with data collection and analysis and an ability to work with a diverse set of stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
* Coordinate all aspects of program development and implementation to ensure that program operations are serving residents effectively, are within budget, and are within the regulations of the grant/funding source. Key oversight areas include:
* Planning, implementation, and management of workforce programs, including service delivery, fiscal, personnel, contracting, and monitoring/evaluation aspects
* Oversight of personnel hired under NDWG, in collaboration with MOED management
* Coordination of internal communications across NDWG program staff and management
* Coordination of external communication, in collaboration with the MOED communications division
* Coordination of fiscal/budgetary aspects of NDWG projects, in collaboration with MOED's fiscal division
* Oversight of data collection and analysis for routine reporting to funders, including the Maryland Department of Labor
* Oversight of data collection and analysis to continuous quality improvement of programming and course correction
* Lead routine convenings with NDWG program teams, training providers, employers and community stakeholders to ensure implementation in accordance to scope of work and to achieve grant deliverables
* Monitor program budgets, obligations, and expenses in coordination with the agency CFO or designee
* Oversee procurement activities and invoices related to the grant, vendors, and contracts
* Develop outreach strategy, manage and conduct outreach to community leaders, and identify potential collaborations to ensure grant activities are available to eligible participants
* Oversee data entry to ensure job seeker and employer information in the Maryland Workforce Exchange is accurate and up to date
* Provide analysis and recommendations to make changes to program operations
* Compile and/or prepare monthly reports to agency leadership and funders
* Meet deadlines and complete work in an accurate, thorough, and timely manner
* Manage all recordkeeping for grant compliance, monitoring, and auditing purposes
* Represent the agency in various committees or workgroups related to the grant's scope
* Establish and maintain effective working relationships with grant funders, MOED managers, and management-level personnel from federal, state, local and other organizations
* Provide technical guidance to vendors and staff to increase knowledge and/or resolve issues or challenges with meeting grant goals
* Perform other related duties as required
REQUIRED EDUCATION AND EXPERIENCE
EDUCATION: Have a bachelor's degree in business administration, Human Services, Public Policy/Administration, or related field from an accredited college or university.
AND
EXPERIENCE: Have four years of experience leading human services initiatives and coordinating/monitoring cases involving the provision of health, social, vocational, or rehabilitation services to clients.
OR
NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

* Thorough knowledge of workforce development services and programs
* Knowledge of employment and training practices that help low-wage residents advance to high wage jobs
* Expert-level communication skills, both written and oral
* Experience and comfort with public speaking
* Experience using data to manage performance
* Ability to develop and manage a budget, including periodic reviews and reports
* Ability to establish and maintain effective working relationships with other agencies (federal, state and local), public and private agencies, community partners, and MOED associates
* Ability to communicate effectively both orally and in writing and to make presentations to diverse groups, including the public, agency leaders, elected officials, and community partners
* Knowledge of structural challenges that make it difficult for unemployed residents and low-wage workers to obtain and retain employment
* Ability to assign and review the work of subordinate employees
* Ability to use word processing, spreadsheet, and database applications (i.e., MS Word, Excel, Access, etc.)
